ASSISTANT SCHOOL BUSINESS ADMINISTRATOR

The State District Superintendent invites qualified and interested persons to apply for the position of Assistant School Business Administrator, Office of Operations.

Qualifications

  1. School district/government experience.
  2. Master's Degree in business, public administration, or accounting from accredited college or university.
  3. New Jersey Certificate of Eligibility or Permanent Certification in School Business Administration.
  4. Certified Public Accountant (CPA) (preferred).
  5. Minimum of five (5) years successful experience in accounting, budgeting, business management or financial operations preferred.


Definition

The Assistant School Business Administrator is responsible for all non-educational support functions in the District in the absence of School Business Administrator. The Assistant will be responsible for administering the business affairs of the District in a manner which provides the best educational services with the financial resources available. The Assistant shall have the authority and responsibility to act for the School Business Administrator and to work with District administrators, building principals, directors, faculty, and support staff as an agent of the School Business Administrator.

The Assistant School Business Administrator reports to the School Business Administrator and will manage a team. This position works closely with Central Office and school-based leaders. This position may also be responsible for other duties as assigned.

Responsibilities

  1. Strategic Planning & Implementation
  • Drives the formulation and implementation of policies and strategies to meet the vision and goals of the Office of the School Business Administrator and Newark Board of Education.
  • Conducts current state analysis of Office of the School Business Administrator and Newark Board of Education policies, processes and technology solutions; recommends and implements improvements where necessary to achieve an efficiently operating customer-centric environment.
  • Strategically identifies opportunities for the Office of the School Business Administrator to promote innovative budget practices with the ultimate goal of ensuring the district has a high-quality and well-supported work force dedicated to improving student achievement.
  • Reviews and analyzes key implications on financial strategy and operations from major legislative policy proposals and internal/external reports and data; develops position papers and briefing documents for the School Business Administrator.


  1. Financial Leadership
  • Supervises the accounting system necessary to provide the Superintendent, School Business Administrator, members of the Board, and administrators with accurate financial information.
  • Supervises the development of monthly and annual financial reports as required.
  • Coordinates the activities for and provides assistance to the auditors during the annual audit.
  • Develops and administers effective procedures for the receipt of fixed assets, maintaining those assets, and the disposal of surplus items.
  • Recommends appropriate policies and policy changes to the School Business Administrator for the Superintendent's approval and recommends administrative procedures to implement those policies.
  • Assists in the development of the agenda for the Finance Committee.
  • Recruits personnel for positions in the areas of responsibility.
  • Supervises and evaluates personnel within those areas of responsibility.
  • The Assistant School Business Administrator reports directly to the School Business Administrator and in his/her absence, reports directly to the Superintendent.


  1. Team Management
  • The Assistant School Business Administrator has direct supervision over all departments, i.e. Director of Accounting, Accounts Payable, Budget, Fixed Assets, Food Services, Pupil Transportation, Executive Director of Facilities, Executive Director of Plant and Operations, in the absence of the School Business Administrator.
  • Develops individual goals for each direct report that align with the district's broader goals.
  • Monitors progress toward goals and drive team strategies and priorities as necessary to meet targets.
  • Supports the development and professional growth of direct reports through coaching, feedback on performance, and professional development opportunities.


KNOWLEDGE AND ABILITIES

The ideal candidate will be able to demonstrate a track record of the following:
  • Exceptional critical thinking and problem solving skills, including the ability to identify challenges and actively work to find solutions.
  • Excellent data analysis skills and experience in synthesizing data to drive action steps.
  • Ability to generate and interpret financial district and departmental reports (e.g. P&L, district cash balance reports, etc.).
  • Experience in computerized accounting systems.
  • Understanding of the principles and practices of financial accounting, and reporting procedures consistent with statute, code, and GAAP requirements.
  • Knowledge of accepted business practice in school districts related to budget preparation and administration, insurance, purchasing, transportation, food services, school plant operations, and facility planning.
  • Demonstrated ability to manage teams to achieve outcomes and to support the development of direct reports.
  • Comfortable working in a matrix, decentralized and ambiguous operating environment.
  • Past record of setting and achieving ambitious goals.
  • Ability to work under pressure and deadlines.
  • Strong interpersonal skills and the ability to build effective working relationships with school leaders, colleagues and other partners.
  • Superb computer skills including Microsoft Office Suite (Outlook, Word, Excel, Access, and PowerPoint).
  • Experience with Human Resource Information Systems; PeopleSoft preferred.
  • Outstanding organizational skills and attention to detail.
  • Self-directed and comfortable working in an environment of ambiguity.
  • Ability to learn quickly in a fast-paced environment.
  • Outstanding written and oral communication and facilitation skills.
  • Passionate belief in the mission of NPS and commitment to increasing the effectiveness of its workforce in order to increase student achievement.
  • Ability to forecast trends in district expenditures and balances.

  1. Salary Range: $132,594- $150,130
  2. Employment Period: Twelve (12) Month
  3. Union Affiliation: Unaffiliated
