SUMMARY Under general supervision, processes MPS payroll in compliance with Federal and state regulations; compiles, verifies, processes, reconciles, corrects and distributes payroll and attendance data

PRIMARY RESPONSIBLITIES :
  • Processes payroll accounting transactions, and prepares payrolls for review, approval and submittal to the Payroll Manager; performs duties within scope of authority and training, and in compliance with MPS policies and quality standards; duties may vary according to job assignment.
  • Processes payroll, benefits, and technical transactions, in compliance with all applicable Federal, state and local rules, regulations, and procedures; enters payroll data into computer systems, and maintains databases; enters data, processes transactions, validates data, and compiles documentation.
  • Reviews timesheets and source documents for compliance with MPS rules and regulations; determines proper handling of payroll and technical transactions within designated limits.
  • Coordinates correction of timesheet errors with MPS Departments; tracks previous unapproved and late time entries; enters and corrects work hours; processes off-cycle checks; tracks late time entries and checks issued; processes ACH return replacement checks; corrects bank information; processes and replaces lost checks; processes W2 requests.
  • Checks documents for validity and accuracy of information; performs mathematical calculations; records, files and distributes related paperwork and documents; reports discrepancies.
  • Updates employee information for taxes and benefit deductions, wage assignments, garnishments, retirement, and other payments; audits and analyzes payroll transactions and resolves discrepancies.
  • Conducts special research and analysis projects; summarizes data and generates reports.
  • Maintains additional accounting and technical transaction databases as directed.
  • Provides customer services; responds to requests for information, and attempts to resolve them by researching files and records within the scope of authority; updates, retrieves and releases information according to procedures; refers matters requiring policy interpretation to supervisor for resolution.
  • Cross-trains in a wide variety of clerical accounting duties; assists with the training and cross-training of Department staff.
  • Demonstrates courteous and cooperative behavior when interacting with students, clients, visitors, and MPS staff; acts in a manner that promotes a harmonious and effective workplace environment

MINIMUM QUALIFICATIONS Associate's Degree in Accounting, Business or Public Administration, or related field
AND
2years of payroll accounting experience oran equivalent combination of education, training and experience as determined by Human Resources.
Knowledge of:
  • Applicable state and Federal statutes, rules, codes, and regulations governing payroll and benefits.
  • Accounting and budgeting principles and methods for public sector payroll accounting.
  • Payroll and benefits accounting rules and regulations, including union contracts.
  • Specialized MPS and state agency accounting software applications.
  • Principles of record keeping and records management.
  • Personal computers utilizing standard and specialized software applications.
Skill in:
  • Interpreting and applying MPS policies, and Federal, state and local laws governing payroll.
  • Maintaining payroll documentation, verifying, and reconciling payroll information and reports.
  • Meeting deadlines and strict time frames for payroll processing.
  • Correcting and updating financial information systems and generating reports.
  • Maintaining accurate accounting records, and identifying and reconciling errors.
  • Performing mathematical calculations with skill and accuracy.
  • Entering numerical data into a computer system with speed and accuracy.
  • Establishing and maintaining effective working relationships with co-workers.
  • Effective verbal and written communication.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT Work is performed in a standard office environment which requires occasionally lifting such articles as file boxes or heavier materials with help from others and/or lifting and carrying light objects frequently. A job in this category may require walking or standing to a significant degree or may involve sitting most of the time with long periods of computer work and heavy phone usage.
