JOB TITLE : Manager, Recuitment & Retention

REPORTS TO : Assistant Superintendent, Human Resources

DEFINITION : Provides leadership and direction for recruitment, retention and reporting activities that supports a diversity-focused strategic retention and recruitment program while serving as a liaison between Baltimore County Public Schools (BCPS) division/department leadership and the Office of Human Resources, Recruitment & Staffing. Manages the planning, design, implementation, and evaluation of a comprehensive recruitment and retention strategy. Ensures that the system-wide operations support the goals and priorities identified in The Compass: Our Pathway to Excellence by positioning the organization to recruit, select, hire, and retain a quality workforce.

EXAMPLES OF DUTIES :
  • Provides leadership, direction, and management in the planning, development, and implementation of a systematic, data and results driven recruitment program rooted in best practices.
  • Manages the planning, development, and implementation of a variety of talent acquisition strategies, both traditional and technological, to ensure a steady pipeline of high-quality talent to meet the system's needs.
  • Collaborates with the Human Resources staffing team and the Department of Equity and Cultural Proficiency to establish innovative recruitment and retention strategies and programs with an emphasis on diversity representation and difficult-to-staff positions.
  • Manages the planning, development, and implementation of performance objectives and metrics that demonstrate the recruitment, on-boarding, and retention program's impact and effectiveness. Oversees the planning and implementation of on-boarding strategies and activities to ensure new employees are successful.
  • Provides vision and direction for retention initiatives with a particular focus on the retention of teachers of color. Collaborates and coordinates with local and online University partners to support teachers of color candidates who are conditionally certified seeking teacher certification through MSDE. Collaborates with the Professional Development Office to create and deliver professional development to non-tenured teachers.
  • Provides leadership and manages the planning, development and implementation of an employment branding strategy that differentiates the system as an employer of choice and inspires candidates to public service.
  • Supports the district's participation and recruitment initiatives at career fairs and other related events with a focus on recruiting a diverse workforce.
  • Collaborates and manages the planning, development and implementation of a comprehensive retention program that incentivizes talented employees and motivates all staff to contribute at their highest levels of ability.
  • Analyzes data and stakeholder feedback to determine program improvements.
  • Ensures that recruitment and retention practices are compliant with applicable federal, state, and local laws, Board of Education policy, superintendent's rules and negotiated agreements. Reviews applicable Board policies and superintendent's rules and makes recommendations for revisions.
  • Assists in the resolution of employee and management concerns related to employment recruitment and retention processes and changes.
  • Collaborates with staff relations regarding master agreement negotiations and provides advice and guidance on matters related to recruitment and retention efforts.
  • Works collaboratively with the Department of Organizational Development to ensure proper training is provided to the school system's workforce. Develops succession planning and career ladder strategies for retention and to advance qualified applicants for leadership positions.
  • Represents the Division of Human Resources at leadership meetings, Board of Education meetings, community meetings, and related events.
  • Manages the performance and activities of professional personnel. Coordinates collaboration between various HR offices. Prepares and reviews correspondence and reports pertaining to office matters.
  • Supports the Office of Professional Development in teacher induction activities, including but not limited to New Educator Orientation, online discussion boards, and formal professional learning opportunities.
  • Provides advice and guidance to the Human Resources leadership and others regarding office matters.
  • Prepares and provides oversight of office budget.
  • Performs other duties as assigned.


MINIMUM QUALIFICATIONS :

Experience, Education and Training:
  • Graduation from an accredited college or university with a bachelor's degree with a minimum of six years of experience in the fields of human resource management, Business Administration, or Education Administration which included a minimum of four years supervisory experience.
  • Experience with employment management duties such as recruitment and staffing, employment related data analyses, and employee communications and relations.
  • Experience and knowledge of the operation of public school system preferred.


Licenses and Certifications :
  • Professional certification in related Human Resources area preferred (e.g, PHR, SPHR, SHRM-CP, pHCLE).

Knowledge, Skills, and Abilities :
  • Thorough knowledge of the principles and practices of human resources administration and operations.
  • Knowledge of the principles and practices of talent acquisition and staffing strategies.
  • Knowledge of the principles and practices of supervision.
  • Knowledge of laws, codes, and regulations pertaining to human resources operations.
  • Possess strong analytical skills and experience in interpreting and applying policies, procedures, and government rules and regulations.
  • Skill in managing multifaceted human resources operations, budgets, and responsibilities.
  • Skill in the use of database, spreadsheet, word processing, and related applications.
  • Skill in data analysis and evaluation.
  • Ability to identify program needs and develop plans to meet those needs.
  • Ability to implement, direct, evaluate, and modify programs.
  • Skill in planning and supervising the work of others.
  • Demonstrated ability to manage a large group of employees.
  • Excellent oral and written communication skills.
  • Ability to establish and maintain effective working relationships with co-workers, representatives of other agencies and departments, and the public.
  • Ability to maintain confidential and sensitive information.


PHYSICAL AND ENVIRONMENTAL CONDITIONS :
Work is generally sedentary and performed in an office environment. Work includes the operation of office equipment, including personal computers, and occasional limited physical activities. Requires travel throughout the county and to locations outside of the county.

CONDITIONS OF EMPLOYMENT:
Work schedules may include evenings and weekends. Employees may be required to work beyond their normally scheduled hours with little or no advanced notice.

FLSA : Exempt

SALARY: Grade 10 on the BCPS OPE 12 Month payscale $91,357-$141,232.

Eligible for the Baltimore County Employees' Retirement System.

Pre-Employment Requirements:
  • All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (State of Maryland, Senate Bill 315, effective October 1, 1986) completed. The fee charged for fingerprinting is $81.00. An identification card will be issued which must be shown prior to employment.
  • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
  • If you have military experience you will be asked to provide a copy of DD214.
  • Official transcripts for all higher education must be received prior to contract signing.
  • Some positions will require employees to undergo a physical examination and/or drug testing.
  • All newly hired personnel must attend a Badges and Benefits session.
  • Additional job verification will be required for salary credit.
