RISK MANAGER

SUMMARY DESCRIPTION

Under direction of the Chief Human Resources Officer, the Risk Manager plans, coordinates, and directs risk management functions, including oversight and management of the District's portfolio of insurance and benefits products and programs including employee benefits, workers' compensation insurance and safety and loss control, property/liability insurance, and unemployment.

EXEMPLARY DUTIES/RESPONSIBILITIES
  • Responsible for the District's insurance products and policies to include the self-insured medical/dental plans, Section 125, vision, life insurance, and voluntary benefit programs.
  • Provide Administration for the District's worker's compensation, property and liability, and unemployment programs.
  • Monitors and takes appropriate action to ensure the fiscal health and sustainability of the District's insurance funds. Supervises assigned fiscal staff and ensures on-time and accurate fiscal reporting.
  • Maintains current industry knowledge and subject matter expertise, takes action to implement best practices in all areas of responsibility, and acts as an advocate for the District's interests as it relates to legislation or policy that potentially impacts the District's risk management or benefits program.
  • Performs utilization analyses of the various benefit programs and makes recommendations accordingly to ensure return on investment, program sustainability, to offer increased value to employees, and/or reduce District expenses or risk.
  • Works with a variety of stakeholders to interpret and act upon data analyses and identified trends.
  • Monitors the service, and processing of claims if applicable, of Third-Party Administrators and other service providers ensuring providers meet contracted service expectations and provide overall value to the organization.
  • Works with Business to analyze trends, develop forecasting, and determine appropriate policy coverage and limits.
  • Serves as primary point of contact for the District's broker of record and provides direction regarding marketing of insurance products.
  • Solicits proposals for related products and services, makes contract recommendations, and analyzes and negotiates provider contracts. Completes insurance policy applications as needed and maintains and updates all underwriting information for renewal purposes.
  • Reviews policy documents to ensure accuracy in policy wording, coverage levels, and limits. Performs operational audits to ensure adherence with plan documents.
  • Ensures District compliance with the Affordable Care Act and other federal, state, and local laws related to areas of responsibility.
  • Prepares and presents benefit related information to Board of Trustees as necessary.
  • Manages the District's self-insured workers' compensation program with a focus on reducing the total number of injuries and lost time days incurred and minimizing the District's liability.
  • Supervises and supports Workers' Compensation Technician; works with Technician to implement and maintain systems and processes that ensure timely, thorough, and accurate outreach and ongoing communication with injured employees.
  • Participate in workers' compensation hearings.
  • Work with department leaders throughout the District to identify light duty opportunities for injured employees and maximizes assignment of injured employees to these positions.
  • Works closely with District stakeholders to minimize unemployment claims and liability.
  • Conducts investigations of on-the-job injuries, property and liability losses/claims, and student injuries to determine validity, expense, and potential liability.
  • Consults with in-house legal counsel regarding liability claims and maintains claims information system.
  • Performs and/or coordinates inspections of District operations as required by law or as necessary to insure compliance with all applicable regulations, makes recommendations, and coordinates the implementation of any required action as a result of said inspections.
  • Reviews leases and contracts to determine if insurance and hold harmless/indemnity provisions are appropriate and makes recommendations as necessary.
  • Leads the District's safety and risk mitigation program including employee education, awareness campaigns, and maintenance of policies, regulations, and procedures that are current and consistent with the District's goals.
  • May supervise other staff as assigned.
  • Responsible for engaging in a cycle of continuous improvement and acting to improve efficiencies and/or service whenever possible.
  • Effectively collaborates with a variety of stakeholders in the performance of work. Consistently models exemplary leadership and professionalism.
  • Oversees the preparation of and presents the financial reporting for the District's health insurance fund and plan to the District's Health Insurance Committee.
  • Adheres to HIPAA rules and procedures in the performance of work.

EMPLOYMENT STANDARDS

Education/Experience : Any combination of education and experience that would provide the required knowledge and skills is qualifying. A typical way to obtain the knowledge and skills would be:
  • Bachelor's Degree from an accredited college or university with major coursework in human resources, business, finance, law or related field.

  • -AND-
  • Five (5) years of professional experience in risk management administration, including three (3) years in a supervisory capacity.

  • Knowledge of : Principles and practices of risk management; insurance and benefits plans; use and application of statistics; liability and current laws related to benefits and risk; loss control and safety; principles of supervision.

    Skill at : Analysis; communicating with people in writing as well as verbally; staff supervision and interacting effectively with a wide variety of professional personnel.

    Licenses/Certificates : Possession of, or ability to obtain, a valid State of Nevada driver license with a driving record acceptable to the District.

    Physical Demands: The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items, such as papers, books, or small parts; or driving an automobile. No special physical demands are required to perform the work.

    Work Environment: The environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, meeting and training rooms, libraries, residences, or commercial vehicles, e.g., use of safe work practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals. The work area is adequately lighted, heated, and ventilated.

    Salaries are subject to adjustment and may increase and decrease each fiscal year. New employees hired by Washoe County School District are normally placed on the entry step of the grade of the position.

    The Washoe County School District pays an additional legislatively-designated amount to the Public Employees Retirement System on behalf of the employee for retirement benefits. No retirement contribution is made by the employee.

    New employees will be fingerprinted upon hire and every five years thereafter and will have $58.50 deducted from their first paycheck to help defray the cost of fingerprinting. Non-licensed employees will have $58.50 deduction when their fingerprints are completed every five years. Fingerprint fees are subject to change.
