POSITION: Director, Career and Technical Education (CTE) Programs

REPORTS TO: Chief Academic Officer


PRIMARY FUNCTION:

The Director, Career and Technical Education (CTE) Programs will manage the various functions associated with the District CTE programs.

RESPONSIBILITIES

Major responsibilities for the role include, but are not limited to:

  • Oversee all aspects of CTE programs and services and evaluate program needs.
  • Collaborate with Chester Upland administration in the hiring, evaluation and supervision of CTE teachers and support staff.
  • Develop, implement, monitor, and revise CTE Curriculum for programs at Chester High School and STEM Academy at Showalter.
  • Manages and guides the selection and inventory of CTE textbooks, hardware, software, and other teaching materials.
  • Assists in the development and implementation of school district CTE initiatives.
  • Assists in the CTE budgeting process.
  • Evaluates the effectiveness of the CTE program and makes recommendations or revisions as necessary
  • Collaborate with the guidance department(s) to provide career planning activities and programs.
  • Coordinate outreach opportunities (e.g. assemblies, special presentations, events) for the purpose of promoting and improving achievement in all Chester Upland School district CTE programs.
  • Coordinate all promotional materials for the purpose of supporting and promoting CTE programs.
  • Participate on the recruitment team (e.g. implements marketing strategies to include print, video, and electronic media) for the purpose of meeting program goals and providing opportunities to new students and increasing participation of under-served and non-traditional students.
  • Represent CTE as a member of appropriate state and regional educational organizations such as Pennsylvania Association of Career and Technical Administrators (PACTA), the Workforce Development Board, etc.
  • In Collaboration with DCTS, write, implement and administer the Federal Perkins grant. Adhere to all of the Grant requirements.
  • Collect review and submit (e.g. all forms relevant to secondary and adult career and technical education) for the purpose of maintaining accurate and required records.
  • Compile verifiable data (e.g. from a wide variety of sources) for the purpose of appraising and evaluating goals and effectiveness of the overall programs under supervision.
  • Assists in identifying Industry Certifications for each CTE program and working with CTE teachers to integrate instructional aligned to industry certifications in each classroom.
  • Coordinate professional development for CTE instructors.
  • Coordinate all NOCTI activities for Chester Upland CTE programs in the fall and spring.
  • Coordinate all Cooperative Education site visits and determine student eligibility.
  • Write the Cooperative Education training plan for each student and supervise students as needed.
  • Communicate with key stakeholders to include students, parents, staff, postsecondary partners, business and industry, government and community (e.g. serves on advisory committees and partnership projects with postsecondary) for the purpose of defining roles, assisting faculty in aligning curriculum, forming agreements for students to earn postsecondary articulated credit for their work in CTE programs.
  • Develop and maintains methods for collecting program data for the CTE programs (e.g. compiles research and data for various reports and initiatives; creates and compiles surveys; locates program graduates to identify current educational/occupational achievements; contacts post-secondary schools to obtain feedback on credits earned) for the purpose of ensuring the efficient functioning of the program.
  • Complete the graduate follow-up survey by phone and prepare and submit a statistical report.
  • Assist in providing and maintaining a well-organized, safe learning environment.
  • Enforce the CUSD student discipline policy and encourage appropriate student behavior.
  • Collaborate with teachers to implement and coordinate Career Technical Student Organization organizations for students.
  • Maintain record of student evaluations/daily logs and collaborate with vocational instructors on student evaluations.
  • Maintain confidentiality of student records.
  • Read and follow assigned students' Individualized Education Program (IEP's).
  • Coordinate and maintain AYES sites and information.
  • Submit a monthly report of coop, recruitment and NOCTI activities to supervisor.
  • Maintain appropriate state certification as required by Pennsylvania Department of Education and appropriate national certification.
  • Participate in regular professional development activities to keep abreast of advances in technology, curriculum, instructional delivery techniques, and remain current in all areas of the field of expertise.
  • Adhere to all state, federal, and School Board of Directors policies.
  • Maintain filing of all paperwork and reports pertinent to position.
  • ?Participate in all meetings with administration and conduct meetings with teachers.
  • Performs other duties as assigned.
Reqirements:

Master's degree in Education or a related field and 5 to 7 years of experiences as a program administrator; or any equivalent combination of training and experience which provides the required knowledge; skills and abilities. Hold or willing to pursue Certification as an Director of Career and Technical Education.

Work Environment
  • The usual and customary methods of performing the job's functions require the following physical demands: occasional lifting, carrying, pushing, and/or pulling; some stooping, kneeling, crouching, and/or crawling; and some fine finger dexterity. Generally the job requires 70% sitting, 10% walking, and 20% standing. This job is performed in a generally clean and healthy environment.
