POSITION: Director of Federal Programs and Special Projects

REPORTS TO: Chief Operating Officer (COO)


PRIMARY FUNCTION:

The Director of Federal Programs and Special Projects is responsible for writing proposals, filing applications, and managing all federal programs within the District in collaboration with District leadership, including Pre-K Counts, Title I, II, III, IV, School Improvement/Intervention grants, 21st Century Learning Community grant and the Ready to Learn grant.

RESPONSIBILITES AND ESSENTIAL FUNCTIONS

Qualifications:
  • Bachelor's degree in business or a technical discipline such as computer science, information services or related field required; Master's degree preferred.
  • Ten years' experience working in technology required; three of which must be in an educational environment.
  • Previous experience as a K-12 school district technology director strongly preferred.
  • Five years' experience in managing technology projects.
  • Experience training others on computers.
  • Experience in Help Desk Software (Spiceworks, etc.).
  • Knowledge of academic environment, procedures and policies required.
  • Current police, child abuse & FBI Fingerprint clearances required.
  • Clearance as a MA provider by the Commonwealth of PA and Federal Government required.

Duties & Responsibilities:
  • Applies for and manages federal funds and professional staff who develop proposals for federal funds.
  • Compiles and maintains written records about federal projects and conducts needs assessments to evaluate their effectiveness.
  • Provides assistance to teachers and administrators in locating materials, supplies, and resources to enhance professional development opportunities.
  • Perform an assessment of existing technologies and make recommendations for performance and cost efficiencies.
  • Lead the technology department from an operational and instructional standpoint.
  • Provide escalation, backup support and serve as a technical mentor to other IT staff.
  • Evaluate, procure and implement new technologies that are cost effective and beneficial to the district, including a new firewall and district-wide phone system.
  • Manage and monitor the department budget and research other funding opportunities for the purpose of providing additional funding to enhance technology within the district.
  • Maintain existing departmental policies and develop new ones that best meet the needs of district and all stakeholders.
  • Collaborate with district leadership to develop professional development for district staff and training for students.
  • Supervise assigned technology staff.
  • Any other duties as assigned by the supervisor.
