POSITION: Assistant Superintendent, Special Education

REPORTS TO: Suprintendent of Schools


PRIMARY FUNCTION:

The Assistant Superintendent, Special Education will report directly to the Superintendent of Schools, providing leadership to the general and special educational activities of the district by creating, developing, directing, maintaining, and evaluating the extensive range of support services provided to district children. The position administers the majority of the instructional programs conducted by the district and develops and diffuses new instructional and support programs. This position serves on the Superintendent's cabinet with a high level of authority and decision making responsibility. High degree of responsibility for planning activities including short and long term planning, budgeting, public relations, personnel activities, and supervision.

ESSENTIAL DUTIES AND PROGRAM/BUDGET RESPONSIBILITIES:

Responsibilities:
Administrative/Organizational
  • Direct the provision of direct instructional and support services to over 2000 children.
  • Direct the supervision and evaluation of all permanent and part time employees.
  • Interpret and ensure the implementation of local, state, and federal laws related to the various programs, grants and services operated within the division.
  • Prepare and submit to the superintendent reports relating to a wide variety of direct instructional and support services as required.
  • Plan, create, implement, and evaluate instructional and support programs for Student Services
  • Approve or disapprove staff requests for leave, conference attendance, and/or tuition reimbursement.
  • Direct the utilization of personnel based on staff capabilities, CUSD goals and service delivery objectives.
  • Develop and communicate formal ratings/evaluations of staff under immediate supervision and manage the evaluation and rating of all staff in the division, providing feedback that leads to positive changes in performance.
  • Analyze requests for training to identify staff development needs implementing programs of training in collaboration with other divisions as appropriate.
  • Plan and evaluate staff development programs for administrators and develop new trainings to enhance skills.
  • Maintain liaison with the Pennsylvania Department of Education in matters relating to general and special education.
  • Collaborate with external agencies to provide appropriate and comprehensive services.
  • Direct systems of accountability to parents regarding the educational needs of their children.
  • Conduct administrative staff meetings for the organization and the appropriate administration of Special Education programs.
  • Cooperate with parent organizations and community agencies.
Instructional and Program Services
  • Establish and maintain high expectations for student and staff performance.
  • Direct ongoing evaluation of the instructional program that is based on documented student outcomes.
  • Identify, organize and coordinate human and material resources to maximize instruction and program delivery.
  • Direct curricular or program adjustments to comply with state, federal, and local mandates or initiatives.
  • Ensure use of evidence-based practices for program implementation or instruction and classroom management by providing training, ongoing technical assistance, and necessary resources.
  • Communicate information regarding federal, state, and local initiatives to district staff, parents, and provide necessary supports to implement the initiatives.

Qualifications:
  1. Education and Certification
Master of Education Degree, Doctorate prefered
PA Certification as Supervisor of Special Education

  1. Experience
Five years of experience in the field, comprehensive and in-depth knowledge of state and federal laws and guidelines regarding special education. Technical experience required includes state and federal special education law, staff development, supervision and leadership, state and federal budget development and management, curriculum and assessment, and interagency collaboration.
