Pittsburgh Public Schools employs over 4,000 individuals in various capacities to support the academic achievement and strength of character of the students we serve.

Under the supervision of the Director of Employee Relations, the Employee Relations Manager is responsible for managing the following employee relations functions:
  • Americans with Disabilities Act (ADA) request
  • Unemployment compensation claims
  • Child line reports filed against District employees
  • Educator discipline/misconduct reports provided to the Pennsylvania Department of Education.
  • Employee incidents
  • Employee clearance renewal and compliance process
  • Sabbatical, education, religious observance/holiday, and military leaves per Uniformed Services Employment and Reemployment Rights Act (USERRA)
  • Third-party leave of absence administrator
  • District leave of absence process
  • Creation and maintenance of Employee Relations internal standard operation procedures and external communications.
  • Employee relations databases/spreadsheets to include employee incidents and ADA

Qualifications :
Candidates must be enthusiastic about the fundamental goal of advancing student achievement in an urban public school district. - Bachelor's degree or 5-8 years of related experience required

- Degree in Human Resources, education, management, or business preferred

- SHRM-CP, SHRM-SCP, PHR, or SPHR certification preferred

- 1-3 years of experience administering leaves of absence strongly preferred.

- 3-5 years of Human Resources experience strongly preferred.

- Working knowledge of school systems, human resource practices, federal and state employment laws, and knowledge around Family Medical Leave
Act requirements.

- Experience in learning new technologies and improving processes and procedures.

- Demonstrated project management skills of multiple works streams, high attention to detail, organized and able to manage frequent and changing
deadlines.

- Ability to cultivate relationships, work independently and collaboratively as a team player, under pressure with multiple competing deadlines, and
with culturally, educationally, and racially diverse internal and external customers.

- Ability to exercise a high degree of confidentiality, professionalism, poise, tact, and diplomacy to accomplish objectives.

- Ability to innovate, research and think creatively.

- A capacity to proactively solve problems, stay organized and manage multiple priorities on a daily basis.

- Excellent verbal and written communication skills to facilitate and guide employees and supervisors at all levels of the District.

- Demonstrated proficiency in MS Word, Excel, Outlook, PowerPoint, and Human Capital Information Systems (Frontline, Peoplesoft, Munis preferred).

Essential Job Functions :
1. Manage the creation and implementation of employee relations functions to ensure that employees are adhering to established protocols while also serving as the lead liaison for the third-party administrator for leaves of absences.

2. Provide guidance to supervisors and employees in the overall leave of absence process and other employee relations functions.

3. Oversee the third-party administrator to ensure that proper District and union leave of absence regulations and policies are being adhered to.

4. Serve as the lead liaison between the third-party administrator and District ensuring that impacted employees, supervisors, timekeepers, and the HR Talent Management team are communicated with during each stage of the leave process.

5. Enter and update leave of absences in the Human Resources Information Systems to ensure proper reporting while maintaining deadlines associated with employee leaves and payroll cutoff dates.

6. Monitor the duration of employee leave time prior to submitting approval or entry into the Human Resources Information Systems.

7. Manage, design, and implement the processing of sabbatical, education religious holiday/observance and military leaves per USERRA.

8. Complete AFLAC employer forms on behalf of employees.

9. Develop, refine, and implement trainings for supervisors, timekeepers, and employees regarding leaves of absences and other employee relations functions.

10. Create and produce reports for data request related to leaves of absences and other employee relations functions.

11. Administer requests for accommodation per the ADA while coordinating and implementing the interactive process per the ADA.

12. Process Unemployment Compensation (UC) claims and represent the District a UC hearings.

13. Manage, create, and implement the employee clearance renewal process and ensure District compliance.

14. Respond to litigation request, conduct required research, and manage response efforts.

15. Develop and maintain databases, files, FAQs, and internal standard operating procedures for employee incidents, request for accommodation per the ADA, leaves of absence, and ChildLine reports.

16. Manage Childline Report administration.

17. Managing contract renewal process for EAP services and UC services.

18. Managing vandalism and residency violation claims.

19. Draft, finalize and submit Employee Relations Board Resolutions.

20. Oversee and serve as the initial point of contact for Employee Relations inquiries.

21. Assist the Employee Relations Director with employee incidents including but not limited to attending due process meetings and closing employee incidents.

22. Provide regular updates to the Director of Employee Relations regarding progress towards goals and challenges to meeting goals.

23. Participate in departmental, team, and individual planning and goal- setting.

24. Communicate effectively and confidently at all levels, over the phone, face-to-face, and electronically.

25. Other duties as assigned by supervisor.
