JOB GOAL:

The Principal is the administrative and instructional leader of the school. He/She assumes full responsibility for all aspects of the site including implementation of the instructional program, facilities operation and maintenance, school/community relations, business affairs of the school as they relate to the overall mission of the district and the school, and the utilization and development of staff and faculty. In doing so, he/she makes the most efficient utilization of resources available in providing the maximum instructional benefit to all students.

QUALIFICATIONS:
  1. Master Degree and Administrative Coursework in Education Related Field
  2. Appropriate Arizona administrative certification
  3. Knowledge of state standards and researched-based instruction
  4. Demonstrated classroom teaching ability
  5. Successful administrative experience desired


PERFORMANCE RESPONSIBILITIES:

Responsibilities shall include, but not be limited to, the following:

  1. To develop regulations, procedures and plans which reflect Board policy and provide maximum efficiency to support the educational program.
  2. To organize and administer an educational program that provides the greatest learning opportunities to the greatest number of students.
  3. To develop and maintain programs of curriculum and instruction which ensure the best possible learning environment and instructional outcomes.
  4. To maintain an orderly climate that develops self-discipline in each student in the school.
  5. To maintain a learning environment that encourages appreciation of cultural and ethnic diversity.
  6. To effectively utilize and maintain plant facilities in order to provide an appropriate learning environment and reasonable health and safety considerations for students and staff.
  7. To develop a strong sense of community through effective communication and participation in order to foster positive human relations and high morale.
  8. To maintain a personnel program in conjunction with the Human Resources Department and district personnel policies of recruitment, selection, utilization, development, and self-renewal which engenders curriculum, innovation, creativity and involvement.
  9. To recognize the exceptional efforts of the staff and student body.
  10. To initiate and support an organization of parents to support all school programs.

In the area of district responsibilities the Principal will:
  1. Be directly responsible to the superintendent for his/her actions.
  2. Serve on and chair committees at the discretion of the Superintendent.
  3. Attend official district functions as the Superintendent may direct.
  4. Keep the district offices informed of all events/activities of an unusual nature as well as the routine matters related to the Superintendent's accountability for school affairs.
  5. Respond to all correspondence in a timely manner and prepare and disseminate reports required by the Superintendent.
  6. Perform in other areas of responsibility as assigned by the Superintendent.

In the area of leadership the Principal will:
  1. Promote positive action toward the realization of school goals through efficient procedures, extracurricular programs and establishment of staff, student and community committees.
  2. Develop a sense of community and demonstrate concern for students and staff as a member of the school team.
  3. Interpret, implement and enforce board policy and administrative regulations relating to the school.
  4. Supervise in compliance with District policies all staff for which he/she has responsibility.
  5. Effectively communicate to staff to keep them informed of policy changes, new programs, areas for improvement and recognition of exceptional performance.

In the area of personnel the Principal will:

Participate with Human Resources in conjunction with district personnel policies in the placement of the best instructional faculty, including but not limited to:
  • Participation in recruitment efforts.
  • Recommendation of retention of current faculty and staff to the Superintendent.
  • Recommendation of new personnel to fill vacancies.
  • Orientation and induction of selectees.

Develop an individual program of improvement for each member of his/her staff as needed, including but not limited to:
  • citation of areas that require improvement.
  • develop a program of improvement individualized to encourage growth to maximum potential for each staff member.
  • a follow-up program to assess progression toward cited individual goals.

Develop and maintain a viable system of performance assessment that effectively measures the individual contribution to the overall mission of the school and provides for individual understanding, input, development and self-actualization.

In the area of curriculum the Principal will:

  1. Facilitate the development of school-based curriculum in concert with district curriculum.
  2. Ensure the utilization of district-adopted curriculum materials to instruct students.
  3. Monitor supplemental instructional materials utilized in classrooms for appropriateness and educational value.
  4. Participate in district-wide efforts to review, revise and/or develop district curriculum standards.
  5. Communicate with school staff as to district and school-wide curriculum issues, gathering information or disseminating information as needed.
  6. Implement procedures to evaluate curriculum at the school level.
  7. Keep abreast of current research and consider the implementation of innovative techniques which will benefit students.
  8. Communicate with parents to inform them regarding curriculum issues.


In the area of instructional leadership the Principal will:

  1. Maintain responsibility for the development of the instructional program and monitoring its effectiveness
  2. Provide maximum opportunity for each student to benefit from resources.
  3. Supervise the school's special education program ensuring compliance with district, state and federal regulations.
  4. Utilize pertinent sources of information, e.g., surveys, test scores, etc. to determine the effectiveness of the instructional program and to lead staff in making changes when needed.
  5. Regularly review lesson plans, classroom activities, etc. to ensure the appropriate use of instructional time.
  6. Maintain required formal evaluation procedures, ensuring quality instruction through thorough improvement plans for appropriate staff.
  7. Establish and maintain programs to support students who have not mastered state standards, e.g. tutoring.


In the area of student affairs the Principal will:
  1. Facilitate the development of methods of evaluating student progress toward stated educational objectives.
  2. Provide support services to those students requiring special attention.
  3. Provide due-process procedures for those students where their performance warrants individualized special attention.
  4. Assume responsibility for the proper attendance of all students.
  5. Establish and attend special events held to recognize student achievement.
  6. Establish and maintain maximum visibility to and rapport with the student body.
  7. Establish and maintain procedures designed to ensure a safe and orderly environment.


In the area of business affairs the Principal will:

  1. Develop budget recommendations for operations and maintenance and capital outlay as the Superintendent may direct.
  2. Develop and maintain an effective program of cost reduction to ensure budgetary compliance and the most efficient use of resource dollars.
  3. Create and effect procedures to inventory and secure all school district property.
  4. Uphold and honor all contractual agreements entered into by the district offices and recommend additional contractual requirements to the Superintendent.
  5. Monitor and approve expenditures of funds allocated to the school through the budget and other sources.
  6. Act as the prime custodian of all school funds.
  7. Approve and issue purchase order requisitions for material and services required.


In the area of building and grounds the Principal will:
  1. Supervise the daily utilization of school facilities for both academic and non-academic purposes.
  2. Ensure that the facilities are open for the operation of classes and activities as necessary.
  3. Recommend plant improvements to the Superintendent.
  4. Coordinate emergency plant problems with the district offices and appropriate agencies.


In the area of support services the Principal will:
  1. Direct the activities of the support staff.
  2. Provide and supervise the "homebound" education program for authorized students.
  3. Coordinate support services external to the school (law enforcement, social services, etc.)


In the area of school/community relations the Principal will:
  1. Maintain close contact and rapport with all interested parties, including students, staff, parents and the community concerning the operation of the school and instructional program.
  2. Develop and maintain a program of public relations which furthers awareness and understanding of school goals and insures community input, involvement and support.
