POSITION SUMMARY:

The Executive Director (HR Services) is responsible for leadership and oversight of the HR Services department in the Human Resources division, including the compensation, position management, personnel records, and absence management functions, to provide the best possible educational services for the staff and students of the district. This position is also responsible for providing vision and support for automating human resources technology applications and human resources information management.

ESSENTIAL DUTIES:
  • Maintains a system of personnel records and data for all levels of employees.
  • Ensures the records and data of personnel transactions such as hires, promotions, transfers, and terminations, are entered accurately and retained properly, including records of employee demographics for governmental reporting purposes.
  • Provides direction for the administration of all district compensation, position, and leave systems.
  • Directs the job classification process and maintenance of job descriptions.
  • Recommends salary placements for new administrative hires, and assumes leadership for all district salary issues.
  • Keeps abreast of federal and state laws related to personnel, employment, record retention, compensation and leave.
  • Establishes procedures to ensure compliance of laws and policies for all employees (classified and certified).
  • Attends and participates in meetings with directors and other administrative personnel to address issues as they relate to assigned areas, including planning and coordination with other departments crossfunctionally.
  • Conducts regular department meetings to communicate clear objectives and to check progress on department goals and initiatives.
  • Responsible for timely submission of Georgia Certified/Classified Personnel Information (CPI) reporting and federal Equal Opportunity Commission reporting (EEO-5).
  • Responsible for the administration and compliance of all APS leave policies and regulations and compensation guidelines.
  • Oversees and works cross-functionally with other departments on HR data quality and position management maintenance; coordinates with the budget department's position control maintenance.
  • Plans short and long term strategies, objectives and priorities for areas of responsibility with staff assistance and input from teachers, principals and other administrative staff.
  • Participates in activities of local and state-level interest groups.
  • Ensures accurate and timely production and submission of recurring, annual, and ad hoc internal and external HR reports.
  • Participates in development of HR department budget and budget justification.
  • Participates in the development of the district compensation package including presentation to the Board Budget Commission for budget consideration with regard to salaries and related topics
  • Assigns duties to staff based on priorities and employee ability; revises workflow and solves problems as needed.
  • Provides regular feedback and monitoring to staff, ensuring quality of work and accomplishment of goals and objectives; provides guidance through group and individual meetings with staff.
  • Maintains standards of quality and customer service guidelines for Records Management, Compensation, Position Management and Absence Management consistent performance.
  • Monitors work of subordinates for accuracy and conformance to policy and completeness.
  • Coordinates and communicates with technology division to ensure that HR systems and applications support the body of work for all HR Services teams.
  • Determines training needs of subordinates; arranges or establishes training programs and participates in those programs as necessary.
  • Interviews, evaluates and recommends individuals for hire within the HR Services department.
  • Required to have prompt, regular attendance in-person or virtually and be available to work on-site, in-person during regular business hours, and as needed.
  • Performs other duties as assigned by an appropriate administrator or their representative.


Requirements :

KNOWLEDGE, SKILLS & ABILITIES:
  • Excellent written and verbal communication skills
  • Advanced proficiency in Microsoft Excel and database reporting
  • Proficient in Microsoft Office suite, HR Information Systems (HRIS), and Enterprise Resource Planning (ERP) systems
  • Ability to take initiative to solve complex problems in unusual or swiftly changing situations
  • Knowledgeable in the areas of personnel data quality and state/mandatory reporting
  • Knowledgeable of federal laws and best practices regarding employee leave, , compensation and records retention
  • Ability to provide engaging and comprehensive presentations to large groups and senior leadership
  • Ability to synthesize complex information into written communication understandable by the general public
  • Ability to plan, manage, and implement sophisticated, district-wide initiatives

MINIMUM REQUIREMENTS

EDUCATION:
  • Bachelor degree in Human Resources, Business Administration, Finance, or related field required
  • Advanced degree preferred

CERTIFICATION/LICENSE:
  • Preferred, but not required, certifications include, but are not limited to: Society for Human Resources Management (SHRM-CP or SHRM-SCP), Certified Compensation Professional (CCP), Georgia Professional Standards Commission leadership certification, Certified Public Accountant (CPA)
  • Valid driver's license and availability of private transportation, or the ability to get to off-site meetings

WORK EXPERIENCE:
  • At least 7 years of progressively responsible work experience in human resources or educational leadership
  • At least 5 years of experience supervising direct reports
  • Track record of leading successful continuous improvement initiatives


Compensation :

GRADE: 140

WORK DAYS: ANNUAL

SALARY: $107, 943 - $148, 121

FLSA Status : Exempt
