JOB TITLE : Coordinator, Compliance

REPORTS TO : Director, Special Education

DEFINITION : Provides leadership, guidance and coordinated support to the Department of Special Education (DSE), central offices and school-based staff to ensure Baltimore County Public Schools'(BCPS) compliance with Maryland State Department of Education (MSDE), Individual Disability Education Act (IDEA) and Code of Maryland Regulations (COMAR) and guidelines. Ensures that all initiatives support the system-wide goals identified in the BCPS strategic plan. Performs other duties as assigned.

EXAMPLES OF ESSENTIAL DUTIES :
  • Provides leadership and expertise to ensure understanding and implementation of IDEA and COMAR special education compliance measures; including system understanding of State Performance Plan compliance indicators, as attributed to students with disabilities.
  • Coordinates and adheres to timelines for responding to the dispute resolution process including State Complaints, Resolution, Mediation and Due Process filings.
  • Collaborates with central offices to ensure compliance with Individualized Education Program (IEP) development, implementation and evaluation of specially designed instruction for students with disabilities.
  • Coordinates, develops, and monitors system-wide professional learning for IEP chairs, school-based staff and central office staff.
  • Coordinates proactive supports, as appropriate, for school IEP teams.
  • Coordinates and collaborates with central office staff for oversight of special education requirements attributed to the Student Planning System (SPS).
  • Collaborates with Division of Research, Assessment, and Accountability related to legal requirements for participation in the Maryland State Assessment/Alternate framework/assessment.
  • Supports the Office of Law for the ongoing review and revision of practices and policies attributed to IDEA and COMAR, as located on BCPS forms, written procedures, and the special education standard operating procedure manual.
  • Provides leadership in identifying, collecting and analyzing compliance/dispute resolution data to assess effectiveness with decision-making progress, and to target professional learning and assignment of corrective actions, as appropriate.
  • Coordinates and responds to the MSDE audits and supports the continuous monitoring process.
  • Assists the director of special education with the process for developing the annual BCPS Staffing Plan.
  • Assists the director of special education in the development and administration of the operating, capital, and other budgets, to ensure the efficient and effective use of resources. Plans, budgets, and controls department expenditures and grants.
  • Assists the director of special education with development and implementation of Corrective Actions and Improvement Plans associated with the State Performance Plan Indicator Data.
  • Provides oversight and support to the Special Education Resource Center.
  • Performs additional duties as assigned.


MINIMUM QUALIFICATIONS :

Education, Training and Experience :
  • Master's degree in special education or a directly related field, with at least fifteen additional hours of approved graduate and/or in-service credit.
  • Five years of leadership experience related to special education in a PreK-12 public educational setting.

Licenses and Certificates :
  • Possession of, or eligibility for, Advanced Professional Certificate with special education and Administrator I endorsements required.

Knowledge, Skills, and Abilities :
  • Thorough knowledge of compliance with federal and state mandates including the MSDE complaint process as well as resolution session, mediation and due process procedures.
  • Demonstration of outstanding oral and written communications skills.
  • Demonstration of strong leadership, communication, and human relations skills.
  • Possession of technology competency (e.g., database, internet, spreadsheet, word processing, and related applications); skill and experience in data analysis and application.


PHYSICAL AND ENVIRONMENTAL CONDITIONS :
The work of this class is generally performed both in school and office environments. Travel to schools throughout Baltimore County is required. Work includes the operation of office equipment, computers, and assistive technology devices. Limited physical activities may be required.

SALARY: Grade 11 on the BCPS CASE 12-month pay scale $98,704 $143,794

This position is eligible for membership in the Maryland State Retirement System.

Pre-Employment Requirements:
  • All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (State of Maryland, Senate Bill 315, effective October 1, 1986) completed. The fee charged for fingerprinting is $81.00. An identification card will be issued which must be shown prior to employment.
  • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
  • If you have military experience you will be asked to provide a copy of DD214.
  • Official transcripts for all higher education must be received prior to contract signing.
  • Some positions will require employees to undergo a physical examination and/or drug testing.
  • All newly hired personnel must attend a Badges and Benefits session.
  • Additional job verification will be required for salary credit.
