Brief Description This position is responsible for providing administrative oversight, ensuring an effective, coordinated response to local school emergencies and providing assistance and guidance to all building administrators in safety and security.  An employee in this position is responsible for managing, developing and implementing safety and security related training programs, drills, tabletop exercises and combined agency field training exercises.  This Supervisor is responsible for the development of school emergency response plans and department continuity of operations plans (COOP).  This position acts as a resource and liaison to LCPS administrators, staff, school security officers and school resource officers
This position acts as a resource and liaison to the Virginia Department of Criminal Justice Services, school resource officers, Law Enforcement Agencies, Fire and Rescue Departments, and County Emergency Management officials. The employee directs the multifaceted services, programs, and activities of an office, and plans, organizes, supervises, and evaluates all activities, program functions, personnel, and physical resources.

Detailed Description The following information is intended to describe the overall nature and scope of the work being performed in relation to the position. This is not a comprehensive listing of all responsibilities or tasks; other work may be assigned when deemed appropriate:
• Develops and implements synchronous and asynchronous web-based training and instructor led training programs designed to improve emergency response actions and individual performance.
• Develops and implements drills, tabletop exercises and combined agency full scale exercises designed to test and improve LCPS emergency response plans and to improve individual performance.
• Develops the strategic training and emergency preparedness plan for LCPS.
• Sets and implements the yearly training agenda.
• Captures and tracks appropriate metrics to ensure compliance with established best practices.
• Reviews school emergency response plans and corrects deficiencies.
• Develops and implements training, tabletop and full-scale exercises designed to test and improve the LCPS Continuity of Operations Plan (COOP).
• Manages the development of school emergency response plans.
• Manages the development and maintenance of the LCPS COOP.
• Drafts after action reports to evaluate the performance of training, drills and exercises.
• Advises the Director regarding the improvement of existing training and the development of new courses.
• Facilitates after action meetings and debriefings consisting of LCPS, emergency responders and other partners or agencies.
• Serves as a liaison and resource for school administrators, LCPS staff and outside agencies and partners.
• Attends training sessions to update knowledge of procedures, materials, Technology, and resources available from federal, state and local agencies.
• Ensures national best practices with respect to school security training.
• Develops efficiencies in training management and implementation.
• Recommends special equipment purchases to improve emergency response performance.
• Assists in budget development to support training operations.
• Rotates as the 24/7 on call representative for Safety & Security.
• Serves in the Incident Command Post for any LCPS related emergency.

Job Requirements  Below are the qualifications for this position:
• Bachelor's Degree and 10 years of progressive experience in safety and security related management.
• Thorough knowledge and experience in instructional systems design and training methodologies including web-based and instructor led training.
• Instructor certification in law enforcement, emergency management and preparedness, or related field preferred.
• Thorough knowledge of Incident Command System (ICS) and National Incident Management System (NIMS).
• Knowledge of emergency response planning.
• Knowledge of Continuity of Operations Plan (COOP) development.
• Demonstrated presentation and facilitation skills.
• Strong oral and written communications skills.
• Strong interpersonal, decision making, management and analytical skills.
• Knowledge of public school operations.
• Knowledge of computer software to include Microsoft Word, PowerPoint and Excel.
• Valid driver's license.

Frequently sitting and/or remaining in a stationary position for long periods of time. Exerting up to 25 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. May be exposed to extreme temperatures and uneven terrain.
