GENERAL RESPONSIBILITIES
Successful candidate will provide communications, marketing, and educational support of benefit plans, wellness programs and services to employees and retirees (including their family members and beneficiaries) of Virginia Beach City Public Schools and the City of Virginia Beach. Candidate will review and modify web content, design and code web pages for the department's web sites: Consolidated Benefits Office, BEWell Beach Employee Wellness program, vbgov.com/benefits, third-party online enrollment platform communications portal, and other sites as developed. Developed with customized content and web language, and design based upon entity and member type; Assist in creating, designing, producing and distributing guides, bulletins, newsletters, flyers, posters, postcards, signage, notices, forms, and plan/program materials as necessary to communicate and educate employees and retirees regarding benefits and wellness programming; Monitor social media content for timely dissemination of information and member feedback; Develop and test workflow for the creation of benefits office training materials, business process documents and forms, and conduct training as necessary; Lead in conducting annual review of notices, form letters, forms, and branding of Consolidated Benefits Office; Review, interpret, and report on the analysis of digital surveys; Lead in planning and coordinating events (in-person and online) to include venue, vendors, activities, staffing, communication, registration, and follow-up; Maintain working relationship with school division personnel, Department of Technology, City of Virginia Beach Department of Information Technology and Multimedia Services personnel, vendors for commercial printing, postage and parcel delivery services; Perform related work as required.
KNOWLEDGE, SKILLS AND ABILITIES
Must be experienced in creative writing, graphic design and web development; knowledge of Web communication technology; basic knowledge of HTML, CSS and/or related web scripting languages. Must have basic knowledge of social media production, communication, and dissemination techniques and methods. Must have excellent communication and presentation skills, both orally and written; ability to communicate technical knowledge and train others in its use; special event planning and experience; excellent organizational skills with great attention to detail; experience using graphics software, Adobe Create Cloud Suite, Microsoft Office applications including Teams, SharePoint, OneDrive, PowerPoint, Excel, Word, or similar applications and social media sites preferred.
EDUCATION AND EXPERIENCE
An Associate's Degree in health education/administration, public health, or related field, required. Four (4) years of experience in benefits administration or program management, health promotion or disease prevention. General Benefits Administration (GBA) or Retirement Plan Association (RPA) certification preferred (CEBS Series), preferred. A comparable amount of training and experience may be substituted for the minimum qualifications.

PHYSICAL REQUIREMENTS

Must have the use of sensory skills in order to effectively communicate and interact with employees and the public using the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle, or feel objects and controls. Physical capabilities to effectively use and operate various office equipment, such as, but not limited to, a personal computer, calculator, copier, scanner, and fax machine are necessary. Some standing, walking, moving, climbing, carrying, bending, kneeling, crawling, reaching, handling, pushing, and pulling required. SPECIAL REQUIREMENTS

Unified Experience-Based Step Pay Scale: Grade 14

Salary will be based on creditable years of full-time, verified work experience. Entry Level salary will be awarded at the time of hire. Upon the return of the Employment Verification Forms from the candidate's current and previous employers, the salary will be adjusted if creditable full-time experience is confirmed.
