JOB GOAL
The Director of Instruction - Special Programs leads the HPS Special Education Department in the instructional areas of special education including (but not limited to) resource, inclusion, accommodations and modifications, curriculum development, state assessment, transition, and graduation. The Director is responsible for ensuring HPS meets TEA and federal timelines and students are provided quality instructional services based on the student's FIE and ARD.

POSITION QUALIFICATIONS:
• Bachelor' s de gree from an accredited college or university
• Minimum 3 years of teaching experience in Special Education
• Valid Texas special education teacher certification
• Master' s d egree (preferred)
• Leadership and training experience (preferred)

DUTIES AND RESPONSIBILITIES:
• Understands and supports the mission, vision and values of Harmony Public Schools.
• Leads and coordinates the special education resource services in Harmony.
• Lead s and coordinates the special education inclusion services in Harmony.
• Reviews students' accommodations and modifications for consistency with FIE results, on- going student data collection, and provision of quality services.
• Leads and coordinates state assessment efforts for students receiving special education services.
• Assists with development of special programs curricula in ELA, math, science, and social studies.
• Leads and coordinates special programs transition services.
• Leads and coordinates special programs graduation services.
• Assis ts with TEA SPP 13 submissions.
• Assists campuses and districts with the Response to Intervention process.
• Attends on-going training to stay current with legal and regulatory changes then provides training for assessment and district staff.
• Provides regular and on- going training for special educatio n teaching staff.
• Implements the policies established by federal and state law, State Board of Education rule, and local board policy in the special programs areas. Compiles , maintains, and files system- wide reports, records, and other documents required
• Informs the D irector of Special Programs of the effects of current and impending legislation. Participates in the drafting of project proposals and reports, including the writing and development of program goals, objectives, and budget for federal/special funding of programs.
• Uses appropriate and effective techniques to encourage community and parent involvement.
• Visits campuses and Harmony districts for training and evaluation purposes.
• Provides reporting to central office directors and district superintendents related to ins tructional services.
• Develops professional development activities and training materials for teachers, campus administrators, and district leaders that align with Harmony goals.
• Collaborates with individual administrators and staff regarding the planning, staffing, organizing, and implementation of quality programs.
• Performs other duties as assigned.

WORK ENVIRONMENT AND PHYSICAL REQUIREMENTS:
• Light Work: may require occasional light lifting.
• Nights and weekend activities will be occasionally required.
• Position is in office setting and may involve prolonged work at a desk in one location.
• Mode rate travel is required.
