    JOB TITLE: Emergency Management & Safety Coordinator

    REPORTS TO: Director Safety and Risk Management

    WAGE/HOUR STATUS: Exempt

    PAY GRADE: AM 2

    PRIMARY PURPOSE:

    The Emergency Management & Safety Coordinator will assist in the planning, and implementation of the District's comprehensive emergency management, safety, environmental and health programs.

    QUALIFICATIONS:

    Required:
    • Bachelor's Degree from an accredited College or University in lieu of degree 4 years
    • Two years' experience in school or public safety, risk management, emergency management or related field
    Preferred:
    • Master's Degree from an accredited College or University
    • Certified in school safety, and/or emergency management

    SPECIAL KNOWLEDGE/SKILLS:
    • Knowledge of NIMS, Emergency Response and Incident Management
    • Knowledge of local, state and federal school safety regulations and guidelines
    • Knowledge of local, state and federal occupational safety and health regulations
    • Knowledge of local, state and federal regulations on environmental protection and indoor air quality
    • Understanding of school crisis planning
    • Ability to effectively communicate in stressful situations and to remain effective in a crisis
    • Ability to research, plan, analyze and solve problems from inception to completion

    MAJOR RESPONSIBILITIES AND DUTIES:
    • Student and Campus Safety:
      • Oversee planning, implementation and conduct training for district personnel on various safety topics
      • Assist in identifying areas of risk and safety hazards throughout the District and insure implementations of recommendations to mitigate risk
      • Prepare and maintain school safety and emergency response plans
      • Assist in updating and revise district emergency procedures, manuals, and forms annually and as needed.
      • Coordinate with campus safety officers to ensure that safety training for staff and students occurs as required.
      • Develop in-service programs for new campus safety officer's orientation.
      • Report to Safety Director as second assistant for any district on-campus or transportation emergency.
      • Serve as second on-call for occasions when there are multiple events occurring simultaneously within the district
      • Serve as first on-call for emergency response when Director is out the office or district.
      • Manage hazardous chemical and bio-hazardous waste disposal
      • Recommend changes in safety systems and operations based on current industry trends and results of school safety reviews
    • Occupational Health and Safety
      • Administer and assist in the development of various district's comprehensive safety programs including but not limited to: blood-borne pathogens, hazard communication, asbestos, eye safety, healthy back (lifting) safety and playground safety
      • Assist in developing plans to address identified risks and safety problems
      • Assist in the accommodation of disabled staff members
    • Administration
      • Assist in performing safety and security audits for every campus in compliance with Senate Bill 11
      • Assist in compiling data from safety and security audits to be used for required comprehensive reports, per Senate Bill 11
      • Organize and direct a school district safety committee Develop and enhance district and school response protocols and readiness capabilities which emphasize core capabilities to support the integration of emergency management, school and safety systems into a locally established, collaborative and planning framework.
      • Conduct scheduled and unscheduled site visits and perform general safety inspections and security audits at each campus and non-campus facility and recommend appropriate corrective action(s).
      • Conduct security intruder drills and campus safety snapshots at predetermined campuses to assess and rank the overall readiness of the district's emergency management plan and visitors' policy.
      • Monitor and evaluates fire exit drills, shelter in place drills, and disaster drills at campus/non-campus facilities.
      • Collaborate with other district, local, county, city, State, and Federal agencies and officials, as assigned, in the advancement of school safety.
      • Manage departmental/divisional projects as assigned.
      • Manage the Safety and Risk Management Specialist and Clerk's daily job duties and assignments.
      • Develop checklists and procedures for each district facility that provide a step-by-step emergency protocol for specific emergencies that are readily available for staff to follow during an emergency.
      • Oversee the District's Asbestos and Hazardous Communications Training, and SDS Management.
      • Attend meetings with Federal, State, and local agencies on topics and subjects pertinent to safety, security, and emergency programs directly related to school districts.
      • Perform other duties as assigned

    WORKING CONDITIONS:

    The usual and customary methods of performing the job's functions require the following physical demands: physical mobility, standing, prolonged sitting, some lifting, carrying, pushing, and/or pulling. This position will also require traveling within the district and occasional prolonged and irregular hours. Mental demands: Ability to solve problems and deal with a variety of situations; ability to interpret a variety of data; ability to apply knowledge of current research and theory, ability to be effective in both oral and written communication; ability to maintain emotional control under stress. Environmental: Ability to respond to emergency scene that may include exposure to hazardous and physically demanding conditions, Ability to assist in bus evacuations, school evacuations, and assessment of facility conditions after a disaster. Use of sight, smell and hearing to assess potential hazardous conditions and ability to communicate by radio and telephone in a noisy environment.

That number will change soon with the construction of several new facilities – including two middle schools, three ninth-grade centers and a state-of-the-art stadium that will serve the entire district – all funded by a bond referendum approved by voters in 2016.
