MANAGEMENT SPECIALIST - Temporary

Office of Policy, Planning, Evaluation & Testing

(Pending availability of funds and Board of Education approval)

The Superintendent invites qualified and interested persons to apply for the position of Management Specialist - Temporary Office of Policy, Planning, Evaluation & Testing.

This title is governed by the New Jersey Civil Service Commission (NJCSC). Note that an exam has been announced and closed for this title in August 2020. If you are hired for this position, your appointment will be temporary pending the issuance of the NJCSC Certification List for this title.

Definition

Under direction, assists the principal executive or administrative officer in the performance of managerial duties; does elated work as required.

Qualifications

  1. Graduation from an accredited college or university with a Bachelor's degree.
  2. Two (2) years of experience in the review, analysis, and evaluation of budget, organization, and administrative practices and recommending improved methods, and/or administrative experience in varied phases of business, industrial, or government involving the organization, direction, planning, coordination, or control of programs or activities.
  3. Appointees will be required to possess a driver's license valid in NJ only if operation of a vehicle, rather than employee mobility, is necessary to perform.

NOTE: Applicants who do not meet the above educational requirement may substitute additional experience as described below on a year-for-year basis with thirty (30) semester hour credits being equal to one (1) year of experience.

Responsibilities

  1. Reviews programs and activities and evaluates administration, objectives, efficiency, effectiveness, and suitability to current conditions, costs, and accomplishments.
  2. Plans, organizes, and assigns the work of the organizational unit and evaluates employee performance and conduct, enabling the effective recommendation of the hiring, firing, promoting, and disciplining of subordinates.
  3. Appraises adequacy and efficiency of operating systems.
  4. Analyzes and resolves problems.
  5. Compiles and interprets data.
  6. Assists in the installation of administrative improvements including work systems, organizational changes, and program procedures.
  7. Meets with the public.
  8. Prepares reports and correspondence.
  9. Assists the principal executive or administrative officer in the performance of varied functions which may include policy planning, budget preparation, finance administration, personnel, management, job training, systems operations, public relations, purchasing, and administrative research.
  10. Investigates complaints and refers to the appropriate agency for remedial action.
  11. Assists in coordinating the work of various units.
  12. Monitors compliance with directives of the principal executive or administrative officer.
  13. Obtains, directs, and administers federal, state, local, and private financial aid grants, contracts, and awards.
  14. Speaks before various civic and community organizations and groups.
  15. Maintains inventory of equipment and supplies.
  16. Assists in preparing ordinances or resolutions.
  17. Assists in the implementation of programs and plans enacted by the governing body.
  18. Studies management methods to improve workflow, simplify reporting procedures, or institute cost reductions.
  19. Analyzes, establishes or revises existing procedures.
  20. Coordinates collection and preparation of operating reports.
  21. Interviews prospective employees.
  22. Conducts orientation of new employees and plans training programs.
  23. Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.

KNOWLEDGE AND ABILITIES:
  1. Knowledge of administrative practices.
  2. Knowledge of the methods used to gather and analyze information.
  3. Ability to establish and maintain cooperative working relationships with those interested or involved in the work of the unit.
  4. Ability to review and evaluate programs and procedures.
  5. Ability to plan, organize, and coordinate activities of diversified units.
  6. Ability to interpret laws, rules and regulations and apply them to specific situations.
  7. Ability to evaluate and revise office systems and procedures.
  8. Ability to compile and interpret data.
  9. Ability to analyze and resolve problems.
  10. Ability to prepare correspondence and informative reports.
  11. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
  12. Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.

Salary, Terms & Affiliation

  1. Salary: Tier 1 $74,418 - $101,722

Tier 2 $54,000 - $5 9,000*
  1. Employment Period: Twelve (12) months
  2. Union Affiliation: Local 32

*Employees hired after July 1, 2010 shall be paid on the Tier II salary scale.
