General Statement of Duties:
Closing Date: This position closes on Monday, March 8, 2021.
Maintains a complex system of accounts and records and performs varied and difficult professional accounting work for the Accounting Division of the Department of Finance; does related work as required.

Essential Duties:
Primary duties and responsibilities include:
  • Performs accounting and reporting for state and federal grants
  • Serves as the primary contact for grant related correspondence
  • Exhibits an understanding of state and federal compliance requirements
  • Provides technical assitance to grant managers as required
  • Review budgets and reimbursement requests for appropriateness, and ensures sub-recipients are following established administrative and financial policies
  • Reviews monthly and quarterly budget-versus-actual status reports for use by grant managers; identify issues and communicates with grant managers if needed
  • Reviews county agency quarterly grant request for funds and financial reports
  • Monitors expenditures to ensure compliance with state and federal regulations
  • Reconciles quarterly and annual Cardinal State Revenue Report
  • Collaborates with County agencies as needed to solve accounting and reporting issues
  • Performs accouting and reporting for petty cash and change funds
  • Prepares daily, monthly and annual closing journal entries
  • Prepares grant accrual, deferral and budget carryforward journal entries
  • Prepares CAFR schedules and footnotes including the Schedule of Expenditure of Federal Awards (SEFA)
  • Works on other projects within the department as needed
Considerable knowledge of the principles, methods and practices of accounting; knowledge of GAAFR (Government Accounting, Auditing and Financial Reporting), published by the National Committee on Governmental Accounting; good knowledge of the principles underlying the laws, ordinances and regulations governing financial operations; knowledge of modern business management practices; skill in the use of personal computer software, including commonly utilized spreadsheet and statistical packages; ability to analyze data using a computer and to produce customized reports; ability to understand complex instructions, policies and data, including federal regulations; some knowledge of data processing applications and procedures; ability to devise and apply effective accounting procedures; ability to plan, organize and direct the installations accounting systems and procedures; ability to analyze and interpret fiscal and accounting data and to prepare appropriate statements and reports; ability to present ideas and recommendations clearly and concisely, both orally and in writing; ability to establish and maintain effective and harmonious team relationships with coworkers; good professional judgment.

Minimum Qualifications:
Possession of a bachelor's degree in accounting and three (3) years of related successful professional accounting experience, including at least one (1) year of supervisory experience; OR, any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

This position may be underfilled as an Accountant I or II depending on the qualifications of the successful candidate and the needs of the department at the time of hire.
