SUPERVISOR OF EDUCATIONAL TECHNOLOGY

The Superintendent invites qualified and interested persons to apply for the position of Supervisor of TItle I ESEA Programs - Office of Federal Programs, Grants, & Parent Engagement.

Qualifications

  • Master's Degree from an accredited college or university
  • New Jersey Supervisor Standard Certificate
  • Knowledge of federal programs relating to the areas of instruction, parent engagement, and nonpublic equitable services
  • Familiarity with Reauthorization Elementary and Secondary School Act/ ESSA
  • Knowledge of program effectiveness techniques which support effective parent and community engagement
  • Strong professional administrative skills in managing time, projects, deadlines and human and fiscal resources.
  • Ability to effectively utilize technology as an instructional, data management, and presentation tool
  • Ability to collect, interpret, identify, and summarize data trends, and generate tools to enhance district, department and office initiatives
  • Broad business acumen coupled with experience in oversight and implementation of grant programs relating to the areas of instruction, federal funding, addressing complex business and programmatic issues
  • Experience in developing and implementing Corrective Action plans based on internal or external instructional audits or review



Responsibilities

  • Solve practical problems and deal with concrete variables in situations where limited standardization may exist
  • Supervise instructional staff and ensure ESEA programmatic goals are met to support positive student outcomes
  • Monitor, analyze and communicate on the impact of ESSA rules and regulations on long range planning and instructional outcomes
  • Assists in the educational assessment of participating non public/private school students instructional programming
  • Assists with in-service training for Title I teachers and nonpublic school staff on developing instructional programs
  • Establish efficient operating procedures and guidelines to ensure full compliance with federal and state statues and requirements. Maintains special emphasis on instructional program accountability
  • Collaborate with schools, networks, and central office staff to develop and monitor annual budget and allocate resources to maximize effective delivery of services to students.
  • Support programs that involve parents in an effective partnership with the school to support high student academic achievement
  • Build relationships with external agencies and organizations to facilitate high-quality services for students and support for the district
  • Develop, initiate, maintain and as necessary, revise policies and procedures for the general operation of ESSA programs and its related activities to prevent illegal, unethical or improper conduct.
  • Provide guidance and coordinate internal compliance review, monitoring and auditing activities, including periodic federal programmatic and fiscal department reviews
  • Ability to use data to discern effective instructional program outcomes in the area of Title I, Title IIA, Title III, et al, for nonpublic students and parents
  • Attends NJDOE workshops and meetings regarding the implementation of the Elementary and Secondary Education Act
  • Assists in completing funding applications and composing independent proposals to procure services for federally funded nonpublic school educational programs
  • Provides technical assistance to schools in planning, developing and implementing academic programs for school improvement
  • Monitors in-service training for Title I teachers and nonpublic school staff on developing instructional programs to meet the needs of participating students
  • Plans and assists in the retrieval, summarization and analysis of required reports
  • Plans, organizes and supervises ordering of instructional and non-instructional supplies, materials, and equipment
  • Serves as a resource person to district public and non-public schools, offices, and departments.
  • Assists in the review, design and submission of various budgetary requests
  • Evaluates nonpublic school instructional programs and makes recommendations to instructional staff to support increased student achievement
  • Participates in activities that promote professional growth
  • Assists in the review of independent proposals via Peer Review panel to procure services for federally funded nonpublic school and LEA identified educational programs
