POSITION: SUPERINTENDENT OF SCHOOLS

A. Definition
The Superintendent is the chief executive officer and educational leader of the District. The Superintendent executes all decisions of the Board of Trustees and is accountable to the Board for managing the schools in accordance with the Board's policies. The Superintendent informs the Board about school programs, practices and problems, and offers professional advice on items requiring Board actions. The superintendent prepares appropriate recommendations based on thorough study and analysis. The Board delegates to the Superintendent the power to make decisions concerning internal operations of the District. The Superintendent may delegate to other school staff any duties imposed by the policies or vote of the board, as far as the law permits. This delegation of power or duty shall not relieve the Superintendent of responsibility for actions taken by the Superintendent's designees.

B. Qualifications
Credential authorizing services as a California School Administrator is preferred. Minimum of five years of supervisory, administrative, or comparable experience is required. A strong background in all phases of secondary education is preferred.

A Master’s or advanced degree is required. A Doctoral degree is preferred.

C. Essential Duties and Responsibilities:

1. Direct the operation and administration of the District in accordance with District policies and procedures, and exercise broad discretionary power within that framework.

2. Advise the Board on the need for new and/or revised policies and make policy recommendations based on data and input from staff and advisory committees.

3. Prepare the agenda and minutes for Board meetings, handle Board correspondence, and maintain all Board records, contracts, securities and other documents.

4. Submit recommendations to the Board relative to all matters requiring Board actions, together with the materials needed for informed decisions.

5. Submit to the Board periodic financial and budgetary reports which identify the District's outstanding obligations.

6. Annually prepare and submit to the Board the District budget for the upcoming year; revise the budget or take other related action as the Board designates.

7. Approve all expenditures in accordance with Board policy and within Board approved appropriation limits.

8. Make recommendations to the Board regarding the maintenance, safety, improvement and/or expansion of school facilities, sites, equipment, and transportation services.

9. Recommend and implement the District's organizational structure.

10. Continuously observe the instructional program in schools and provide the Board with regular evaluations of District programs and student progress.

11. Study the curriculum and make recommendations to the Board, together with staff, regarding the courses of study, major changes in texts and time schedules, and promising innovative programs.

12. Apprise the Board of contemporary educational practices and related legislative issues which the Superintendent discovers by reading, attending professional conferences, and visiting other school systems.

13. Make appropriate recommendations to the Board regarding a student's suspension or expulsion.

14. Coordinate the work of all schools and departments.

15. Direct the employment and assignment of administrative staff and coordinate administrative staff activities.

16. Select and recommend to the Board the best qualified and most competent candidates for employment, in accordance with the nondiscrimination policy and affirmative action plans.

17. Advise the Board regarding the leave, classification, retirement, resignation, promotion, suspension or dismissal of District employees.

18. Assign personnel within the District in accordance with Board policy and the collective bargaining agreement.

19. Arrange for the evaluation of each staff member and identify appropriate opportunities for continued professional development.

20. Maintain appropriate channels of communication with the District and ensure that staff is informed about relevant federal, state, and county laws, District policies, regulations and procedures, and matters related to the improvement and welfare of the schools.

21. Report periodically on all District operations.

22. Conduct special studies requested by the Board.

23. Secure legal opinions when needed.

24. Provide advice and leadership to the Board and to the District's chief negotiator during the collective bargaining process.

25. Represent and advocate for the Board in relationships with city, county and state governments, private agencies, and the school community.

26. See that the community is informed about school matters through the school accountability report card and other informational materials.

27. Participate in appropriate community organizations and functions to obtain support for the attainment of District goals.

28. Hear complaints against the schools and resolve controversies between employees or between employees and students or parents/guardians.

D. Certificates & Licenses:
Must possess a valid California driver’s license issued by the State Department of Motor Vehicles.

F. Work Environment:
Work is performed in an office or school environment, continuous and involves contact with staff, representatives of other agencies, and the community.

G. Physical Requirements:

1. The usual and customary methods of performing the job’s functions requires the following physical demands: occasional lifting, carrying, pushing and/or pulling; some climbing and balancing, some stooping, kneeling, crouching; reaching, handling, fingering and/or feeling.

2. Manual dexterity to operate a telephone and enter data into a computer.
