General Statement of Duties:

Engages in the full range of human services program support activities by determining initial and continuing eligibility of economically disadvantaged individuals and families for federal, state, and local public assistance programs; assessing employability of clients to aid in their effort to achieve a self sufficiency; and performing related work as required.

Essential Duties:
Working knowledge of federal, state, and local laws governing Benefit programs (Supplemental Nutrition Assistance Program, Temporary Assistance to Needy Families Program, Medicaid Program). Understand casework philosophy, methods and practices; Demonstrate outstanding interviewing techniques and obtaining needed information from clients; skill in using supportive counseling techniques to enhance and develop clients problem-solving capabilities.
Read, understand, interpret and apply complex public assistance policies and regulations; Communicate clearly and effectively; Assess client needs through collection and analysis of employment history and pertinent personal, family and cultural information; Work effectively with others; Interpret laws, policies, and regulations and to make decisions based thereon. Demonstrate excellent organization skills with the ability to plan and execute work effectively to successfully manage caseload and complete assigned tasks accurately and in accordance with applicable requirements and deadlines.
Establish and maintain effective working relationships with applicants and recipients, other public and private agencies, associates and the public; Demonstrate critical thinking and problem solving skills with the ability to appropriately solve a wide variety of questions and issues within established policies, guidelines, requirements and procedures. Utilize automated Technology to establish and maintain case records; Demonstrate good organizational and analytical skills, in addition to sound judgment and professionalism; Maintain professional ethics related to confidentiality of client information.

Minimum Qualifications:
Possession of a related bachelor's degree and one (1) year of professional-level human services program experience (e.g., public assistance or social services); OR, any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
