The Student Outreach and Re-engagement (SOAR) Program is focused on the re-engagement of chronically truant and re-enrollment out-of-school youth. The programs offered by SOAR are intended to ensure the successful engagement, transition if necessary and eventual graduation of students. SOAR staff conduct outreach to locate and re-engage out of school youth. Students participating in the SOAR Program may receive on-line instruction, small group and individual counseling, and workforce and life skills training, and classroom instruction. In addition to management of daily operations and personnel, the Manager continuously identifies opportunities for new services to support target students and process improvement and provides the project management leadership for design and implementation of those improvements.

This individual will report to the Executive Director of Student Support and Engagement in the Office of College and Career Success.

The SOAR Re-Engagement Manager will be held accountable for the following responsibilities:

Typical Duties/Responsibilities:

  • Responsible for day-to-day operations of the Re-Engagement Centers and management of the Re-Engagement Coordinators, Specialist, Workshop Facilitators and teachers.

  • Build and maintain relationships with community leaders, businesses and organizations in order to establish linkages to resources in the neighborhood.

  • Continuously evaluate the implementation and impact goals of the program and make adjustments to program offerings as needed to meet the needs of students with complex needs.

  • Leverage best practices for student outreach and engagement to maximize the number of out of school youth returning to school.

  • Maintain data records and student database, monitor student outcomes on a weekly basis, and distribute weekly data reports.

  • Establish strong relationships with school administration and related school-based staff to ensure schools and students receive the support necessary to ensure successful re-enrollment and retention of students.

  • Work with Accounts Payable to ensure that purchase orders are created for all vendors and invoices are paid on time.

  • Oversee preparation of all reporting to ISBE as required under the grant.

  • Develop robust project management systems - including defining/identifying project scope, objectives, key performance metrics, key milestones, timelines, and project risks.

  • Develop formative insights and conclusions about strategies and implementation approaches based on analysis of data and review of current research; use these for continuous improvement of strategy development and execution.

  • Identify and disseminate best practices for supported re-entry and transition of out-of-school youth and at-risk students.

  • Lead the professional development and continuing education of the re-engagement team, as well as school based and other district staff supporting student re-engagement.

  • Identify barriers to student re-enrollment and develop policy and process solutions for elimination of those barriers.



In order to be successful and achieve the above responsibilities, the SOAR Re-Engagement Manager must possess the following qualifications:

Type of Education Required:

  • Bachelor's degree is required; J.D. or Master's degree in Education, Social Work, Business Administration, or Public Policy Preferred.



Type of Experience Required:

  • At least six (6) years of project management or relevant experience in the areas of education or social work, preferably with at risk youth

  • At least four (4) years of experience managing a large, high performing team

  • School administration experience and Type 75 strongly preferred



Knowledge, Skills, and Abilities:

  • Proven project management skills

  • Excellent analytical skills using qualitative and quantitative data

  • Excellent oral and written communication skills

  • Strong technology skills - use of Microsoft Power Point and Excel

  • Proficient in use of district enterprise student information systems

  • Familiarity with district school policies and procedures

  • Demonstrated ability to engage internal and external stakeholders in problem-solving and implementation of new process and program

  • A bility to work with minimal supervision



Residency Requirement:

As a condition of employment with the Chicago Public Schools (CPS), employees are required to live within the geographic boundaries of the City of Chicago within six months of their CPS hire date and must maintain residency throughout their employment with the district.
