JOB TITLE: Payroll Manager

LOCATION: Business Office

CHARACTERISTICS: Full-Time Classified employee, 12-month contract

REPORTS TO: Chief Financial Officer

EVALUATION: Evaluated annually by the CFO

OVERVIEW OF THE POSITION

Responsible for the overall operation of the Payroll Department, performs complex accounting functions in the preparation, processing, maintenance, verification and reconciliation of payroll/ benefit records, and payments of funds for District personnel, but not limited to, resolving payroll issues and problems, processing various payroll schedules, updating payroll into Skyward software, entering data online, processing W-2's, processing IMRF and TRS weekly, monthly and annual reports, processing direct deposit, and attending workshops and seminars related to field.
RESPONSIBILITIES/DUTIES
ESSENTIAL JOB FUNCTIONS:
  1. Collect, analyze, update and reconcile payroll for all regular and substitute payrolls
  2. Create, assign, and verify payroll calendars for all employee types
  3. Review timesheets; calculate and process salary adjustments as necessary
  4. Research and analyze discrepancies and process appropriate corrections
  5. Ensure timely and accurate payroll generation
  6. Calculate and apply garnishment and deduction orders
  7. Calculate and prepare various benefit vendors, tax sheltered annuities
  8. Prepare tax sheltered annuities with Preferred Vendor List with the District
  9. Prepare supplemental payrolls as needed
  10. Process W2's for current and former employees
  11. Complete monthly IMRF payroll reporting
  12. Complete monthly TRS reporting
  13. Complete monthly IDES reports
  14. Complete monthly DOL reports
  15. Enroll (and terminate) employees into IMRF and/or TRS if qualified
  16. Complete supplemental reports on employees for TRS
  17. Assists with IDES unemployment claims and protests when necessary
  18. Establish annual payroll calendar for all staff
  19. Prepare and file quarterly tax forms
  20. Work with auditors on various payroll issues
  21. Calculate the district liability for employer's cost of IMRF, FICA/Medicare, TRS, and THIS
  22. Maintain payroll information (i.e., direct deposits, pre-notes, W-4's, salaries, voluntary and involuntary contributions, etc.)
  23. Archive and maintenance of financial, payroll, and related Business Office records
  24. Follow procedures with the Destruction of Records with the Sate of Illinois of archived records
  25. Provide backup for Accounts Payable, Bookkeeper, and Benefits Administrator
  26. Performs other related duties as assigned and directed
OCCUPATIONAL QUALIFICATIONS
  1. Knowledge to perform basic and complex math calculations using fractions, percentages and/or ratios
  2. General principles of accounting, auditing, and payroll functions
  3. Excellent written and oral communication skills
  4. Excellent customer service skills
  5. Ability to work collaboratively
  6. Knowledge of Skyward software applications including; True Time, Insurance Tracking, Time Off and Sub Tracking
  7. Good working knowledge of IRS rules and regulations
  8. Proficient internet utilization to perform research and payments via EFT
  9. Critical thinking and problem-solving skills
  10. Expertise in complex payroll/benefits and accounting functions
  11. Strong math and accounting skills
  12. Knowledge of current tax laws, IMRF and TRS regulations, and 403/457 compliance laws
  13. Ability to address and resolve any payroll issue in a timely matter. Assist Business Office/Human Resources in reconciling payroll issues
  14. Ability to maintain confidentiality in all aspects of the job
  15. Ability to manage multiple tasks with frequent interruptions
  16. Ability to manage multiple priorities
  17. Ability to diffuse, address and manage conflict and stressful situations
  18. Ability to promote and follow Board of Education and Superintendent policies and department procedures
  19. Proficiency in Microsoft Office and Google Suite
OCCUPATIONAL REQUIREMENTS
  1. Valid Illinois driver's license and excellent driving required.
  2. FBI Fingerprint clearance required.
  3. Mandatory District-wide Compliance Training, as assigned.
  4. Excellent technical competencies in a variety of areas including writing and editing, organization, problem solving, multi-tasking, statistical record keeping, prioritizing and the like.
EDUCATION/VOCATIONAL PREPARATION
Associate or bachelor's degree in accounting, preferred. Prefer minimum of 3-5 years Accounting experience. Prefer experience using financial management software, specifically, Skyward.
PHYSICAL REQUIREMENTS
Moderate degree of physical stamina with occasional lifting of 10 to 15 pounds. Ability to move freely to various locations within office and school settings. Frequent standing, walking, sitting, and bending. Frequent repetitive activities including hands, arms, and legs for clerical related work. Significant fine finger dexterity. Exposure to noise and activity of a school setting.
TERMS OF EMPLOYMENT
Salary and fringe benefits will be evaluated annually by the School Board.
