The Washington State Office of Superintendent of Public Instruction (OSPI) seeks a leader to direct the Migrant and Bilingual Education Programs and join the OSPI team. Position Overview
The Migrant and Bilingual Education programs provide leadership, guidance and resources for the state’s K-12 education system, focusing on areas of support for English Language Learners and Migrant Students. The Director is responsible for the overall administration of the State’s Transitional Bilingual Instructional Program (TBIP) and federal Title III programs; all of which serve students whose primary language is not English and who experience significant school year interruptions. The Director is also charged with collaborating and providing guidance and leadership to the Assistant Director of Migrant Education. The Director is also charged with ensuring that the Agency is in compliance with reporting and monitoring timelines and program deliverables related to TBIP and Title III.  Under the Office of Migrant Education’s (OME) cycle of continuous improvement, the Director and Assistant Director of Migrant Education ensures that the state conducts annual evaluations of it’s Migrant programs and completes a statewide comprehensive needs assessment and a new Service Delivery Plan every three years. 

The unit’s mission is to support English Language Learners (ELLs) and Migrant Students in meeting state standards and developing English language proficiency in school environments where language and cultural assets are recognized as valuable resources to learning.  The unit acts as a liaison between OSPI internal departments, school districts and external stakeholders in support of English Learners and Migrant Students and the programs and initiatives that serve them. The Director is responsible for building collaboration with internal and external partners to ensure equitable access to educational services for EL and Migrant students.

Key Responsibilities

  • Oversight of SEA’s implementation of the following federal and state programs:
    • Section 301 of Title III – Language enhancement and Academic Achievement act of ESEA (Title III)
    • Washington State RCW Chapter 28A.180 – Transitional Bilingual Instruction Program (TBIP)
    • Responsible for compliance with State and Federal Requirements related to TBIP and Title III programs. Submit all program reports as required by state and federal statutes. Report Annual Measurable Achievement Objectives (AMAOs).
    • Provide direction for Bilingual Education Program Supervisors related to checklist development, findings and scheduling annual Consolidated Program Reviews (CPR) and technical support to districts.
    • Monitor ELL student progress on all state assessments. Set targets for closing the achievement gaps in English Language Arts (ELA) and math for Migrant and ELL subgroups.  Monitor assessment and graduation outcomes for ELL students and the department’s efforts and progress toward improving the percentage of students meeting standard on Math and ELA assessments and graduation targets.
    • Develop and provide guidance to districts in interpretation and implementation of program requirements. Support staff in the bilingual and migrant programs in developing guidance, initiative, innovations and accountability for school districts, Educational Service Districts (ESDs) and the Migrant Student Data Recruitment and Support Office (MSDRS).
    • Manage federal and state program funds/budgets for programmatic purposes.
    • Represent OSPI at the state and federal level and contribute to policies and guidance for Migrant, Dual Language, and English language development programs.
    • Collaborate with a variety of internal and externals stakeholders and school districts to ensure equitable access to educational services to address the needs of bilingual and migrant students.
    • Direct the statewide implementation of the English Language Proficiency (ELP) Standards.  Lead the development of professional learning and technical assistance to school districts, ESDs and MSDRS.  Develop and implement collection and reporting tools for evaluation purposes. 
    • Oversee, coordinate and collaborate the implementation of:
      • State level activities
      • Private school participation
      • Parent and community engagement
      • Work groups, committees, task forces, and interdepartmental activities
  • Set expectations for all departmental staff to ensure that contracts, meeting materials, and workshops are prepared in an efficient and timely manner. Provide direction to staff to ensure that all dissemination materials and protocols are updated annually and that the Title III/TBIP websites are updated regularly.
  • As assigned, provide leadership on continuous school improvement and other divisional activities as identified.

Required Qualifications:

  • Knowledge of Bilingual Education programs and legislation.
  • Master’s degree in education or related field
  • Five or more years administrative leadership at the local, state, or federal level.
  • Experience teaching in a bilingual or English as a second language classroom.
  • Demonstrated knowledge of effective curriculum and instructional practices that promote achievement of second language learnings, migrant students and students at risk.
  • Demonstrated ability to provide innovative, visionary leadership at the school, district, educational service district, state or national level. Ability to lead in a collaborative manner with diverse populations. Demonstrated leadership and commitment to the success of migrant and bilingual students.
  • Experience leading and managing staff.

Desired Qualifications:

  • Bilingual preferred.
  • Advanced degree in bilingual or English-as-a-second language.
  • Administrative experience in a K-12 setting.
  • Experience working with multilingual parents and communities.

Compensation
The annual compensation for the position is $88,540 - $118,053 annually and depends upon experience, educational background and qualifications. Geographic differentials may be applied based on work location of successful candidate. Washington State offers a generous benefit package including health, dental and life insurance, retirement and an optional deferred compensation program. This position serves at the pleasure of the Superintendent, and is Civil Service Exempt. This position is not represented by a bargaining unit.
