Job Description
JOB GOAL: Supervises and coordinates the daily operations and activities of a payroll staff. In conjunction with the Assistant Superintendent of Finance and Operations, controls preparations and disbursement of payroll for the centralized school department payroll function.

RESPONSIBILITIES:
1. Supervises, reviews, and evaluates performance of assigned employees; recommends modification in employment status of assigned employees to Assistant Superintendent of Finance and Operations for review/approval.
2. Coordinates daily work activities and assigns work; organizes and prioritizes department workload; monitors status of work in progress; and inspects completed work.
3. Recommends and assists in developing and implementing new and/or revised policies/procedures to ensure efficient processing of the school departments payroll and ongoing compliance with legislative mandates and statute.
4. Computes contracts and contract changes (e.g. base rates, hours paid, early termination payouts, etc.) for the purpose of ensuring that employees are paid accurately and timely, and that all accounting procedures are maintained.
5. Work closely with Technology Services to identify opportunities to increase effectiveness of computer operations, system utilization, response time, and software capabilities/needs.
6. Works in conjunction with Information Technology to develop, test and implement system upgrades and/or enhancements; trains users in operation of system; reports problem situations.
7. Works closely with the Assistant Superintendent of Finance and Operations to assist internal and external auditors during audit process by providing documents, reports and other payroll-related reports upon request; implements procedural changes recommended by auditors.
8. Advises, interprets and provides direction to management and staff on school department rules and procedures and Federal, State and local laws and regulations involving payroll and related benefit program deduction to ensure ongoing compliance.
9. Acts as liaison to staff, faculty, administrators and students by answering questions, providing alternatives, and facilitating decision-making.
10. Prepares a variety of correspondence, memoranda, statistical summaries, reports, announcements and other materials related to the payroll function.
11. Participates in the preparation of the recommended department/unit budget or budgets.
12. Any other related duties as assigned by the Superintendent of Schools.
13. Verify attendance, hours worked, and pay adjustments, and post information onto designated records.
14. Responsible for payroll assigned to payroll staff relating to grand funded employees, i.e. pay rates, W4 status, union; credit union, tax differed annuities, benefit status, address or telephone number, attendance, leave time, vacation, garnishments, etc.
15. Reviews grant payroll input documents for accuracy and completeness; enters adjustments to computerized payroll.
16. Maintains and processes monthly reports to Mass Teachers Retirement System (MTRS) for all active teacher retirement functions. Works closely with MTRS representative to complete accurate monthly reporting procedures.
17. Maintains and processes all retiree teacher benefits: i.e. Medical and Life insurance-updates excel report and reconciles monthly reports form MTRS. Advises current and future retirees on health options and medical requirements.
18. Additional related duties as assigned by the Assistant Superintendent of Finance and Operations.

Job Requirements
• Qualifications: 1. Educational requirements range from a high school diploma/GED to an associate's or bachelor's degree. College courses in accounting and business preferred. 2. Three years of payroll experience, which includes one year of supervisory experience; OR, any equivalent combination of experience and/or education from which comparable knowledge, skills and abilities have been achieved. 3. Strong computer literacy essential with working knowledge in Excel, Microsoft Word, Munis and other various programs. Willingness to learn new systems a must. 4. Knowledge of payroll principles, practices, applicable local, state and federal payroll and related tax laws, regulations and statues. 5. Experience with accounting practices, payroll record keeping and reporting requirements and procedures. 6. Capable of handling multiple tasks and paying attention to detail and accuracy, including payroll adjustments. 7. Must possess the ability to work in a team oriented environment and work cooperatively with colleagues, supervisors, and administrators. 8. Excellent communication and customer service skills with the ability to respond to accounts inquiry professionally. 9. Skill in evaluating and analyzing technical payroll activities. 10. Confidentiality a must. 11. Self-motivated and flexible; must show demonstrated ability to set priorities to meet deadlines effectively.
