NATURE OF POSITION:
Responsible for planning, directing, and implementing a sound program of human resources administration for Danville Public Schools.

Work is typically performed in an office setting, primarily sitting at office equipment. Occasional walking, light lifting up to 25 pounds, and other limited physical activities are required. Regular attendance of school and other City activities requires travel throughout the City. Department needs require working beyond normal work hours. Daily contact is made with employees and the general public in person, by telephone, and in writing. These contacts may require considerable skill in negotiation, tact, and diplomacy and persuasion. Occasional contact with Local Elected Officials and School Board members is necessary.

ESSENTIAL FUNCTIONS:

  • Provides leadership in the development and maintenance of a top quality system of human resource services for the school division
  • Supervises and evaluates the work of the Department of Human Resources
  • Develops, recommends, and administers personnel policies and procedures to guide all phases of human resources administration in the school division
  • Oversees a recruitment and selection program designed to attract a pool of qualified candidates for all positions, to include:

    • developing advertisements and communicating with a variety of recruitment sources
    • interviewing candidates for positions and screening applications
    • coordinating the selection of final candidates with building principals and department heads
    • recommending licensed finalists to the School Board for approval
  • Supervises the Business Partnership Program
  • Administers an efficient system of personnel record keeping, to include:

    • confidential personnel files on all employees
    • application files for all candidates
    • computerized records on all employees
  • Develops and maintains current job descriptions for all positions
  • Collaborates with the Division's Chief Operations Officer to develop and administer a sound program of salary and position classification, to include:

    • recommending salary ranges for all positions in accordance with approved procedures
    • investigating and making recommendations on reclassification requests
    • processing salary changes in accordance with approved Board guidelines


  • Administers procedures for placing employees onto the payroll system, assuring proper accounting for positions and account codes
  • Collaborates with the Division's Chief Operations Officer in administering the division's salary programs to include development of salary schedules and associated costs
  • Administers the issuance of teacher and administrative contracts and other documents necessary to effect assignments
  • Administers of a sound program of performance evaluation for all groups of employees, to include developing and recommending programs to the Board, communicating the programs to employees, school administrators and supervisors in the use of the programs, and evaluating the programs' effectiveness
  • Develops and monitors budgets for assigned areas
  • Develops and distributes employee communications such as the employee handbook, the school division directory, informational brochures and pamphlets, and other materials relating to employment with the Danville Public Schools
  • Supervises the administration of the State licensure guidelines for all licensed employees, to include,

    • maintaining all recertification records
    • making appropriate placement/assignment decisions based on licensure/endorsement status
    • assuring that licensure for all professional staff is current
    • working with staff in analyzing necessary course work for licensed personnel
    • serving as liaison with the Virginia Department of Education on licensure matters
  • Counsels employees, the Superintendent, and the School Board on personnel-related issues, to include legal and grievance matters
  • Oversees the development of a pool of qualified substitute employees and works with the Department of Information Systems Technology to ensure the proper and efficient operation of the automated substitute calling system
  • Collaborates with the Division's Department of Instruction to ensure that a quality program of staff development exists for all employees, to include helping with assessing training needs, developing in-service training opportunities, registering employees, and conducting specific training in personnel-related topics
  • Initiates studies on personnel-related issues and makes recommendations to the Superintendent and/or School Board
  • Assures that all personnel practices are in accordance with state and federal law and Board policy
  • Makes required reports to state and federal agencies, participates in surveys, and provides information to authorized agencies or individuals on personnel matters
  • Attends and participates in all School Board meetings
  • Attends and participates in Division-level administrative meetings
  • Attends and participates in other meetings as required and/or requested by the Superintendent
  • Administers the Davison's Affirmative Action plan
  • Serves as the division's Title VII/IX compliance officer
  • Oversees the exit interview program, apprising the Superintendent and/or School Board of any problems or patterns that should be addressed
  • Administers the following areas:

    • responding to annual School Accreditation Reports and rectifying problem areas
    • meeting with people new to the community who are interested in employment with the Danville Public Schools
    • developing strong liaisons with community agencies
  • Oversees the coordination of services for new teachers, to include the New Teacher Orientation
  • Collaborates with the other members of the Executive Team/Superintendent's Cabinet to coordinate the Division's annual Summer Leadership Team Symposium/Retreat
  • Chairs various task forces on human resources-related matters
  • Maintains an effective communications system with the Division's internal and external publics
  • Oversees the placement of student teachers and college/university students who do field experience/ internship activities in the Danville Public Schools
  • Performs related duties as required by the Superintendent

KNOWLEDGE, SKILLS, AND ABILITIES:
Comprehensive knowledge of the principles, practices and procedures of school administration; comprehensive knowledge of school division objectives, procedures and organization; comprehensive knowledge of school personnel and administrative practices, procedures and methods; excellent oral and written communication skills; ability to work with and through School Board members, administrators, teachers and all support staff; ability to conceptualize, initiate, monitor and evaluate new and/or current programs; ability to establish and maintain effective working relationships with school officials, school administrators, teachers, staff and associates.

EDUCATION/EXPERIENCE/QUALIFICATIONS:
Graduation from an accredited undergraduate program in education, business, or psychology; supplemented by a master's degree in personnel/human resources management, business, psychology or a related field. Minimum of five (5) years of experience perferred, with increasingly responsible experience in personnel/human resources administration, some of which should have been in education. Functional knowledge of commonly-used office computers and programs. Combination of education and experience may suffice for the above.

SALARY / STIPEND: Salary Range: $117,638 - $170,575, commensurate with experience and advanced degrees; Danville School Board pays the employee cost, in full, for state-mandated life insurance and in part for state retirement and health insurance.
