NATURE OF POSITION:
Under the direction of the Chief Human Resources Officer, the Licensure Specialist serves as a liaison between the Virginia Department of Education (VDOE) and the Danville Public Schools. The Licensure Specialist interprets and administers VDOE regulations and serves as a point of contact and resource for the division's staff related to licensure laws and guidelines.
ESSENTIAL FUNCTIONS:
KNOWLEDGE, SKILLS, AND ABILITIES:
EDUCATION/EXPERIENCE/QUALIFICATIONS:
At least five (5) years of successful teaching experience or experience in the areas of human resources and human relations. Successful experience as a school administrator or supervisor is strongly preferred. Must hold or be eligible for teaching license issued by the Virginia Board of Education.
START DATE: As soon as possible after selection
SALARY / STIPEND: Salary Range: $67,933 - $98,503 annually, depending on experience and advanced degrees; the Danville School Board pays the employee cost, in full, for state-mandated life insurance and in part for state retirement and health insurance; other benefits - sick, personal, and annual (vacation) leave.

The Licensure Specialist interprets and administers VDOE regulations and serves as a point of contact and resource for the division's staff related to licensure laws and guidelines.
ESSENTIAL FUNCTIONS:
- Ensures school personnel are properly licensed and renewed as required by VDOE; interprets VDOE licensure regulations.
- Serves as the division liaison to the VDOE regarding licensure issues.
- Counsels employees and applicants on requirements and procedures for VDOE licensure.
- Screens employment applications for licensed applicants.
- Processes fees, reviews transcripts and college verification forms, and evaluates credentials to determine initial licensure eligibility and eligibility for adding endorsements.
- Review course syllabi for approval for added endorsements for instructional, administrative, and clinical services.
- Reviews Tuition Reimbursement and Content Course forms for approval and assists the Chief Human Resources Officer in granting approval of requests.
- Initiates paperwork to process licensure requests, renewals, and changes; reviews completed forms and forwards materials to VDOE for consideration.
- Analyzes credentials of prospective instructional, administrative, and clinical services employees.
- Maintains licensure records, to include preparing and distributing written reminders to individuals regarding licensure deadlines and requirements.
- Prepares and distributes course and licensure information bulletins.
- Assists with the education of license holders regarding changes in requirements and/or procedures.
- Analyzes transcripts for step placement and licensure renewal.
- Advises license holders of options available to obtain license renewal points within the ten-year validity period of the license.
- Prepares letters, reports, memos, and directives.
- Responds to employee licensure questions and/or concerns.
- Prepares for the Chief Human Resources Officer's review and approval the Division's annual Instructional Personnel report.
- Oversees the filing of licensure material in employee personnel records in an accurate, timely manner.
- Handles licensure for Educational Support Personnel, to include but not limited to: School Nurses, Bus Drivers, Plumbers, HVAC Technicians, and other support employees whose positions may require licenses or certifications.
- Performs other duties as requested by the Chief Human Resources Officer.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Thorough knowledge of Virginia Department of Education licensure regulations.
- Ability to interpret, explain, and apply VDOE licensure regulations; ability to evaluate transcripts/credentials.
- Ability to collect, analyze, synthesize, and evaluate complex information to produce reports.
- Expertise in using word processing, spreadsheets, and other computer applications.
- Ability to understand college transcripts.
- Thorough knowledge of standards and high-level office practices and procedures, equipment, and techniques.
- Ability to communicate effectively, both orally and in writing.
- Ability to interpret and apply policies and procedures.
- Ability to exercise independent judgement, tact, and initiative.
- Excellent human relations skills and ability to establish and maintain successful cooperative working relationships with school-based and central office staff, as well as with local and state agencies.
- Ability to organize multiple tasks, develop procedures; ability to prepare and present training of individuals and groups.
