Role Mission: The TSL Federal Grant Manager will lead the planning, execution an evaluation of targeted strategies facilitated by IDEA's Teacher School Leader Incentive Program Grant with the goal of increasing teachers' and leaders' ability to positively impact student achievement.

 

Accountabilities

 
Lead grant team to achieve 85% of TSL annual project goals in grant year 1.
  • Define goals and hold team accountable to reporting out monthly on leading indicator data (this data will be used to identify critical next steps/new strategies).
  • Establish an advisory group to provide strategic insight and support for grant initiatives by deadline.
  • Communicate with IDEA senior leaders about overall progress and engage as needed to provide guidance or accountability.
  • Develop a draft project sustainability framework by the beginning of grant year 2.

90% of TSL project budget-expenditures alignment in FY '20-21.
  • Hold business team partners accountable to the goal through active monitoring, probing questions, and facilitated decision-making, as needed.
  • Define gaps in current financial management practices and inform key partners of those gaps.
  • Design and monitor restorative structures to address 90% of gaps by quarter 3.

 
100% of TSL external communications, primarily the Annual Performance Report, are published on-time and meet 100% of specified requirements.
  • Develop and manage the RASI plan to facilitate execution of the Annual Performance Report (APR) by date specified by the US Department of Education.
  • Invest key stakeholders in their individual roles and responsibilities to execute the APR.
  • Regularly and clearly communicate timelines and provide supportive structures (e.g., template development, in-person drafting meetings) to facilitate completion of deliverables by key stakeholders.
  • Communicate all questions in a timely manner to the US Department of Education to ensure continuous progress.
  • Respond within 24 hours to all requests for information from the US Department of Education, other grantees, or affiliated individuals/organizations.

Lead grant team/partners to build and execute a Best-in-Class Digital Resource Library and Talent Management Application (Compass) to increases the quality of teachers and leaders and improve equity in hiring and promotion practices

  • Develop and manage the RASI plan to facilitate execution of the project.
  • Work with grant team contributors to hire and onboard all roles to support.
  • Support the integration of the Digital Resources library and Compass Application into all talent functions across Schools, Academic Services, Operations, and other HQ Teams
  • Establish operating mechanisms to support and manage team members to meet grant deadlines, deliverables and milestones.
  • Establish and maintain partnerships with external organizations to promote best practices.
  • Report on student progress and academic impact to evaluate future expansion of program.

Evaluation
  • Hold all grant team partners accountable to the goal through active monitoring, probing questions, and facilitated decision-making, as needed.
  • Manage internal evaluator partners to conduct evaluations, meet deadlines and communicate findings and progress with stakeholders.
  • Review and communicate evaluation results, managing improvements in programming based on learnings from evaluation.
Support Talent Development Team and TSL grant team to achieve all teacher and leader development goals
  • Manage databoards, data reporting, and operating mechanisms to drive outcomes
  • Assure efficient resource allocation to support team members in pursuit of goals

Management Responsibilities:
  • Manage a team of 2-3 coordinators to execute the logistical and support needs of Talent Development functions in service of grant management and financial stewardship for the organization.

 

Qualifications:
  • Education: Bachelor's Degree required; Master's preferred
  • Experience: 3+ years of financial or educational administration; 3+ years of school leadership or other administrative experience
  • Proven track record of achieving success and of leading others

 

Knowledge and Skills:
  • Excellent organizational, interpersonal and networking skills with large groups as well as with individuals are essential.
  • Excellent interpersonal, oral, and written communication and presentation skills.  
  • Persuasiveness and perseverance in attaining goals. 
  • Ability to communicate the project vision to internal and external audiences. 
  • Ability to work independently and to exercise good judgment in high-stakes circumstances.  
  • Flexibility and a willingness to take on new tasks as the responsibilities of the position evolve.

 Compensation
Salaries for people entering this role typically start between $62,000 and $76,000, commensurate with relevant qualifications and experience. This role is also eligible for a performance bonus based on individual and organizational goal attainment. This role is grant funded through October 2023.
