PURPOSE: To realize the District's strategic plan through personnel recruitment, selection, development, supervision and labor relations. The Assistant Superintendent for Human Resources is expected to work interdependently with others and support the District's shared decision-making structure evidenced by leadership on the Personnel Committee and Labor Management Committee.

QUALIFICATIONS:
  • Expertise in aspects of personnel recruitment, selection, induction, supervision, and compensationKnowledge of, and experience with, labor relationsExcellent interpersonal and communication skillsKnowledge of and experience with exemplary practices related to the learning process (Danielson Framework for Teaching)Knowledge of and experience with HR management information systemsPrevious district level experience preferredValid Illinois PEL with Administrative endorsementAdvanced degree preferred

PERFORMANCE RESPONSIBILITIES:
  1. Under the leadership of the Superintendent plans, coordinates and supervises the operation of the personnel department in accordance with state laws and district policies and regulations to promote overall efficiency and maximize the educational opportunities served by the districtDevelops and implements aggressive recruiting procedures, screens and processes applications; conducts and coordinates candidate interviews, and prepares appointment recommendations for the Superintendent's presentation to the BoardMaintains current knowledge of governmental statutes and regulations; maintains contact with legal counsel on personnel and general administrative matters; develops, interprets and implements policies and regulations ensuring adherence to fair and equal opportunity employment practices; and advises interested parties of the provisions of the lawDirects the implementation of state and county regulations on certification, evaluating training and experience of employees to determine certification status; approves programs of advanced study; and advises staff regarding appropriate coursework for certificationConfers with the principals and administrators concerning personnel and general administrative matters and movement toward accomplishing the district strategic plan
