NOTICE OF POSITION

POSITION: The Superintendent of Schools, Kriner Cash, is interested in receiving applications from qualified candidates for the position of:

QUALIFICATIONS : Candidates must have New York State permanent teacher certification in Special Education and have 3-5 years of successful classroom experience in an urban school district. It is required that candidates must attach a PDF or a screen shot of their certifications. It is preferred to have a minimum of 3 years experience chairing CSE meetings. Candidates must have extensive knowledge of Federal and State regulations pertaining to Special Education and extensive knowledge ofdue process rights, procedural safeguards for students with disabilities subject to discipline, special education, and CSE responsibilities to evaluate and address behavioral needs of students (e.g., Education Law 3214, Section 504 of the Rehabilitation Act, Part 200 & Part 201 of the Commissioner's Regulations).

DUTIES :
  • Oversee the day to day operations of the MDR Office - Provide training and guidance to MDR Office staff, including school psychologists and clerical staff
  • Create forms and guidance documents, as necessary, to improve/streamline procedures and provide support to District staff with regard to adhering to and maintaining evidence of compliance
  • Participate in manifestation determination meetings, upon the request of any member of the manifestation team (e.g., school psychologist, parent, school staff), to support the process, provide information/guidance to team members, and mediate disputes/disagreements to arrive at consensus
  • Complete Prior Written Notices of the outcome of CSE meetings following manifestation determination reviews, and ensure processing oftimely notice of meeting outcomes to parents and schools
  • Organize and maintain documentation/evidence of compliance with manifestation determination and proposed CSE actions to ensure compliance with Part 201
  • Provide ongoing support/guidance/training to staff members, as needed
  • As applicable; organize/prepare/facilitate & ensure completion of any required actions identified by NYSED to address identification of disproportionality of suspension (Indicators 4a and/or 4b)
  • Provide support/guidance/information to parents regarding their due process rights and the manifestation determination review process
  • Regularly communicate and collaborate with District administrators (Special Education Administrators, Administrators in the Office of Student Support, and Building Administrators), as necessary, to ensure compliance with due process procedures and improve CSE procedures/practices
  • Communicate, coordinate, and provide support and guidance to charter school staff to ensure Buffalo students with disabilities enrolled in a charter school are afforded due process rights when subject to discipline.
