General Description

Directs a Chesterfield County School at the Prekindergarten level to include administration of instructional and operational programs and activities. Directs a staff of professional and support instructional personnel. Work is performed under broad policies and established objectives; incumbent independently interprets policies; decisions and actions that impact the entire system. Contacts are regularly and frequently made at all organizational levels within and outside the school system to execute and explain programs and policies.
Essential Job Functions

  • Knowledge of Virginia Preschool Initiative (VPI), Head Start Programs, Title I, and Early Childhood Special Education and how their service areas work together; ability to interpret and implement Federal regulations.
  • Demonstrated knowledge of early childhood education theory and practice and experience in supervision, curriculum development and professional learning.
  • Serves as instructional leader with extensive knowledge and effective implementation of the Classroom Assessment and Scoring System (CLASS) and other early childhood classroom observation measures.
  • Knowledge and experience in the education of preschoolers with disabilities; knowledge and experience implementing curriculum for preschoolers demonstrating a range of skills from typical development to significant cognitive disabilities.
  • Develops an approach to improve and maintain a positive culture for learning that capitalizes on multiple aspects of cultural diversity and culturally responsive practice to meet the needs of all students and staff.
  • Analyzes and interprets data to lead the school efforts in achieving high academic performance of all students; provides an environment that maximizes the learning potential of all students and employees; ensures programs and strategies are in place for enrichment and remediation services for all students.
  • Provides leadership to teachers and support staff ensuring federal guidelines are understood and executed with fidelity.
  • Evaluates program effectiveness and efficiency including but not limited to Kindergarten readiness.
  • Coordinates curriculum development and ongoing staff development with Instructional Services, administrators, specialists, and teachers relative to Board vision and mission, school goals, and SIP initiatives. Communicates division wide policy, procedures, and guidelines to school staff.
  • Evaluates staff according to School Board policy.
  • Coordinates with the Director, PreK Coordinators, and Human Resources Department staffing needs; recommends staffing changes; participates in the recruitment, selection, and assignment of the Pre-Kindergarten staff.
  • Responsible for budget preparation. Knowledgeable of Head Start, VPI and Title I funding allocation and monitors school budget status throughout the year. Consistent collaboration with grant funded programs ensuring fiscal fidelity and equity as it relates to programming for all students.
  • Collaborates with families and community members, creates and maintains a presence in the community to understand its strengths and needs, develops productive relationships in an effort to solidify partnerships and resources.
  • Works with committees of teachers, other principals in specific programs, projects, or courses of action. Demonstrates commitment to improving professional competence.
  • Builds professional learning communities to nurture and sustain a school culture and instructional program conducive to student growth and development.
  • Represents school division at meetings, conferences, hearings, community and civic public forums; gathers citizen and parental input.
  • May perform other duties as assigned.

Qualifications

Extensive knowledge of the principles, concepts, and methodologies of school administration; of instructional program planning; of child growth and development, total school operation and group dynamics and of related state and federal regulations. Demonstrated ability to interpret and apply regulations; to plan, organize and administer a public school and direct and evaluate a diversified professional staff. Demonstrated abilities in decision-making, problem analysis, conflict resolution, interpersonal relationships, long range planning and forecasting and to communicate effectively, both orally and in writing.
Requirements

Masters degree in administration; eligibility for Virginia Post Graduate license with appropriate administration endorsement; experience in teaching and in school administration; or any equivalent combination of experience and training which would provide the required knowledge, skills and abilities.
