Executive Director of School Resource Strategy

Aligned to the District's Five Year Vision and the Finance Office strategic priorities, the Office of Budget and Grants Management (OBGM) is implementing a model to support district school principals based on customer service practices to inform budget and functional strategy as it relates to the nearly $4B designated for school budgets. The Executive Director of School Resource Strategy (SRS) will lead this work within OBGM and manage five teams and approximately 25.0 FTE aligned to the Network structure to support all district schools. Core elements of this work/strategy are as follows:

  • Provide tiered support to Principals to ensure that they are well positioned to make full and impactful use of their available resources.

  • Collaborate with Network Chiefs, Network Teams, and Principals on alignment of school funding and needs/strategies, especially at schools impacted by enrollment declines.

  • Develop and deliver improved training for school staff and school communities to empower local level leadership to best manage school finances.



The Executive Director for School Resource Strategy will be held accountable for the following:

  • Building capacity in schools to better address transactional questions and issues

  • Developing and delivering strategic budgetary support to school leaders, with a focus on tiered, differentiated, proactive support

  • Providing school-specific, higher-touch, higher-value, one-on-one focused budget and resource strategy support for principals/schools aligned to their Continuous Improvement Work Plans (CIWPs)

  • Serving as a leader in school resource work and discussions, including as aligned to the ongoing School Funding Working Group and Public Engagement forums, and the annual school budget process

  • Supervising the School Resource Strategy team (i.e. 25 FTE's) to ensure managers and specialists have appropriate guidance and that work product meets departmental quality standards

  • Mentoring and coaching managers on team and serving as first line of support for troubleshooting and questions

  • Working with Chiefs to coordinate budget development and strategic planning + reporting on units under the Chief's purview

  • Representing the Office of Budget and Grants Management in cross-functional meetings and projects

  • Managing special projects related to budget development and other regular processes

  • Understanding and being able to describe all of the programs within his/her budget area of responsibility, including the purpose, effectiveness, staffing methodologies, numbers served, types of participants, service delivery methods, and/or other relevant information

  • Managing data projects and analysis including detailed personnel analyses and projections, estimating current and future year costs under various scenarios, and non-personnel cost analyses to determine effectiveness and appropriateness of expenditures

  • Understanding grant funding or revenue generated within the budget area(s) to assist with reporting and/or projections and coordinating across other OBGM teams to ensure seamless strategic budget support for schools

  • Creating and managing processes and tools to monitor and explain variations from the budget, pressures that may lead to variations, or opportunities for savings/increased revenue throughout the year

  • Analyzing legislation, new policies, or programs for fiscal impact, making recommendations, and preparing memos/spreadsheets summarizing the analysis and recommendations

  • Understanding the basics of the district's financial systems sufficient to generate needed, accurate information, to ensure budgets are loaded appropriately, and necessary actions are handled timely, effectively, and accurately

  • Synthesizing and analyzing information and presenting easily understandable, accessible, accurate materials including spreadsheets, memos, PowerPoint presentations, and oral presentations, Board report recommendations, or other reviews, as appropriate

  • Perform additional ad hoc duties as required

  • Be willing and able to work with colleagues within and external to the OBGM and provide back-up and support to others within the OBGM

  • Works well under pressure

  • Be willing to work extended hours as necessary in order to complete projects including those with condensed timelines

  • Be committed to work in public service/education field



Type of Education Required:

  • Master's degree from an accredited college or university



Type of Experience & Skills Required:

  • Minimum of eight (8) years of experience in a leadership position with budget oversight, strategic planning and process management (Assistant Principal, Principal, Director, or equivalent);

  • Minimum of five (5) years experience managing budget development and implementation;

  • Minimum of five (5) years leading a high-performing team



Residency Requirement :

As a condition of employment with the Chicago Public Schools (CPS), employees are required to live within the geographic boundaries of the City of Chicago within six months of their CPS hire date and maintain residency throughout their employment with the district.
