JOB TITLE : Project Manager

REPORTS TO : Sr. Supervisor, Construction & Improvement

DEFINITION : Under general supervision, serves as project manager for the design and/or construction of new construction, reconstruction, and renovation capital improvement projects. Ensures contractor compliance with architectural plans, specifications, applicable building codes, and construction practices.

EXAMPLES OF DUTIES :
  • Facilitates, coordinates, and guides development projects through the review and approval processes. Serves as liaison between contractors and Baltimore County Public Schools to address issues and coordinate the submittal and approval of plans. Resolves problems that delay or interrupt the process, and expedites projects.
  • Develops and implements scopes of work, cost estimates, design/technical submittal reviews, change order management and financial and schedule oversight.
  • Oversees, coordinates, and guides permit applications through the review and approval process. Reviews architectural designs. Participates in pre-bid meetings. Reviews bid documents and contracts.
  • Participates in pre-construction meetings with contractors. Ensures that contractors adhere to established schedules, standards, and contracts. Meets with and coordinates project work with school-based administrators, contractors, and others
  • Manages project teams to assure consistency and conformance to negotiated time schedules and budgets. Works with contractors set and maintain deadlines, schedules and budget.
  • Supervises the inspection of projects. Reviews reports of projects' progress. Reviews contractor invoices. Reviews design changes. Oversees the expenditure of operating budget funds for supplies, materials, and services.
  • Prepares correspondence related to projects. Gathers and assembles data required for state reports and other documents. Coordinates with contractors regarding warranty issues.
  • Performs final inspection and prepares punch list ensuring that all punch list items are corrected by contractor, and conducts project close-out.
  • Performs other duties as assigned.


MINIMUM QUALIFICATIONS :

Education, Training and Experience :
  • Graduation from an accredited college or university with a bachelor's degree, preferably in engineering, architecture, construction or business management.
  • Five years of experience in construction management.

Note: Other combination of applicable education, training, and experience which provide the knowledge, skills and abilities necessary to perform effectively in the position, may be considered.

Licenses and Certificates :
  • Possession of a valid class C Maryland driver's license or an equivalent is required.

Knowledge, Skills, and Abilities :
  • Knowledge of the principles and practices of building construction.
  • Knowledge of site work and foundations, including grading, drainage, and utilities.
  • Knowledge of construction contracts and contract documents.
  • Knowledge of the principles of scheduling.
  • Skill in project management.
  • Skill in construction inspection.
  • Skill in the preparation and review of construction documents.
  • Skill in reading construction plans.
  • Skill in preparing reports.
  • Skill in the use of personal computers and office software applications, including spreadsheets.
  • Ability to review, interpret and enforce construction contract documents.
  • Ability to establish and maintain working relationships with contractors, school-based administrators, and others.
  • Ability to climb ladders to access roofs and other construction site locations.
  • Ability to give detailed, concise, and technical directions.
  • Ability to communicate effectively, in both verbal and written formats.


PHYSICAL AND ENVIRONMENTAL CONDITIONS :

The work of this class entails field inspections of major construction sites. Work includes frequent walking, standing, and exposure to potential hazards such as traffic, heavy equipment, and adverse weather. Duties entail frequent travel between project sites.

CONDITIONS OF EMPLOYMENT : Persons appointed to this class are designated as Essential-As-Needed personnel and as such may be required to work during emergency events, subject to call to duty, and may be required to work beyond their normally scheduled hours with little or no advanced notice.

FLSA : Exempt

SALARY: Grade 05 on the BCPS OPE 12 Month payscale $68,316 - $105,618.

Eligible for the Baltimore County Employees' Retirement System.

Pre-Employment Requirements:
  • All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (State of Maryland, Senate Bill 315, effective October 1, 1986) completed. The fee charged for fingerprinting is $81.00. An identification card will be issued which must be shown prior to employment.
  • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
  • If you have military experience you will be asked to provide a copy of DD214.
  • Official transcripts for all higher education must be received prior to contract signing.
  • Some positions will require employees to undergo a physical examination and/or drug testing.
  • All newly hired personnel must attend a Badges and Benefits session.
  • Additional job verification will be required for salary credit.
