Director of Pupil and Special Education Services (PSES)

Salary Range: $134,000.00 - $146, 000.00


Position Purpose
  • Under the general supervision of the Superintendent of Schools, to develop, implement, administer and maintain the school district's pupil services and special education programs including all areas related to special education, and related services (e.g. psychology, social work, speech and language, occupational therapy, physical therapy and school counseling)To provide supervision to ensure compliance with state and federal laws, district policies and state objectivesTo promote a positive school culture and climate conducive to individualized instruction, cooperative curriculum development, and student learning.To provide district leadership in program development and improvement, as well as in professional staff development in all special education and pupil services areas.

Essential Functions
  • Develops and administers the school district's pupil and special services programs consistent with school district goals and objectives, as well as applicable law; Coordinates the administration of collaborative programming for students involving special education, related services and general education teachers/service providers and administrators.Provides leadership and direction to staff with regard to the ongoing evaluation and improvement of special education, related services, school counseling and health services programs, including curricular and extracurricular activities.Collaborates with district, department and school administration to assign all special education, related services,school counseling and health services staff to ensure the most effective utilization and provision of programs.Supervises the Planning Placement Team (PPT) process throughout the district, collaborating with administrators, teachers and all service providers as needed; Ensures Individualized Education Programs (IEPs) are appropriately developed and implemented.Supports students, families and staff in transitioning students into district special education programs, between programs in district, and when exiting special education programs, including the transition into post-secondary environments.Reviews, approves and coordinates all outside placements for the school district.Ensures that student records are maintained and secured to ensure accurate information, reporting capabilities, and confidentiality in accordance with applicable laws.Oversees the assignment of students into special education sections.Coordinates district and building based crisis intervention teams and participates as a member, as needed.Promotes a positive school culture and climate to support a school environment conducive to individualized instruction, cooperative curriculum development, and student learning.Meets with students, parents/guardians, and related school personnel regarding student needs.Serves as a Title IX Coordinator for the district.Oversee and coordinate the identification of students eligible to be identified as gifted and talented in the district.Assists in school and system-wide curriculum development and staff development in areas of responsibility.Serves as liaison with state officials and agencies regarding legislation, programming and other matters covering areas of responsibility.Supervises and monitors the school district health services programs.Assist with special service transportation issues.Prepares and oversees budget and approves requisitions/expenditures related to district special education, pupil services, school counseling and health services programs; Applies for grants to assist the school district in obtaining funds for special services needs.Keeps abreast of developments in the fields of special education, pupil services, school counseling, student assessment and school health programs.Keeps other school district staff informed of changes in laws or regulations in areas of responsibility.Manages and oversees the supervision of all employees in responsibility areas, including the recruitment, selection, training, professional development and evaluation of staff; makes recommendations regarding goals, provides constructive feedback and takes corrective action if necessary.Coordinates and attends meetings with district staff and parents/guardians, serves on committees, and conducts professional development as needed to fulfill responsibilities.Oversees timely and accurate data collection and analysis to support required state and federal data collections related to special education, as well as district program development.Oversees the development and implementation of 504 plans throughout the district.Serves as McKinney Vento liaison for the district.

Travel Requirements
  • Travels to school district buildings and professional meetings as required.

Knowledge, Skills and Abilities
  • Knowledge of current teaching methods and educational pedagogy, as well as methodology used to differentiate instruction based upon student learning styles, behavioral management and social/emotional development of students.
  • Knowledge of best practices in administration, program development and evaluation, and staff development and supervision.Knowledge of data information systems, data analysis and the formulation of action plans.Knowledge of principles, practices and procedures related to areas of responsibility.Knowledge of applicable federal and state laws regarding special education, students, and staff, including Section 504 of the Rehabilitation Act, the Americans with Disabilities Act, IDEA, and FERPA.Ability to use computer network systems and software applications as needed.Ability to organize and coordinate work, and to develop and implement projects.Effective verbal and written communication skills.Ability to communicate effectively with all stakeholders, including students, parents/guardians, administrators, staff, and community members.Ability to organize multiple tasks within conflicting time constraints.Ability to engage in self-evaluation with regard to leadership, performance and professional growth.Ability to establish and maintain cooperative working relationships with stakeholders throughout the district and in the community.


Qualifications Profile
  • Connecticut State Certification as an Intermediate Administrator and Supervisor and Administrator (#092).Teaching Certification in special education (#065, 165, 265, 112, 113) or a related service, e.g. psychology, social work or guidance preferred (#037, 066, 067, 068, 071).Motor Vehicle Operator's License or ability to provide own transportation.

Education :
  • Bachelor's and Masters Degree from an accredited college or university, preferably in School Administration.Sixth year, doctorate, or other planned program in related field preferred.

Experience :
  • Extensive successful special education teaching experience, preferably in more than one grade level, or experience in psychology, health, social work and/or School Counseling preferred.Successful administrative experience in special education preferred.
