JOB TITLE : Communications Specialist I

REPORTS TO : Senior Communications Officer

DEFINITION : Serves as the Baltimore County Public Schools (BCPS) social media and bilingual communication specialist, developing and advising the development of related communication tools including graphics. Serves as specialist for dynamic use of multiple social media platforms as well as communicating with Spanish-speaking families and enhancing cross-cultural communication. Performs other duties as assigned.

EXAMPLES OF DUTIES :
  • Maintains and updates dynamic social media presence across multiple sites and determines appropriate content to be published.
  • Promotes BCPS news, student opportunities, and calendar reminders; celebrates students, staff and schools; and supports staff recruitment.
  • Partners with the Chief of Staff to train and advise school system employees in the appropriate and effective use of social media. Utilizes social media analytics to inform use of social media.
  • Assists in leading the marketing, branding and promotion of school system campaigns and initiatives.
  • Provides Spanish translations as needed. Advises BCPS staff on cross-cultural communication in languages other than Spanish, including outreach with diverse multimedia partners.
  • Writes stories for the website, print and digital publications.
  • Assists Chief of Staff, Senior Communications Officer and Communications Officer with communications, presentations, and event preparation for the Superintendent.
  • Performs other duties of similar scope and complexity as required.


MINIMUM QUALIFICATIONS :

Education, Training and Experience :
  • Bachelor's degree in Communications, PR, Business or related field.
  • Three years related experience.
  • Experience with school system operations preferred.
  • Fluency in Spanish preferred.

Knowledge, Skills, and Abilities
  • Thorough knowledge of the principles and practices of public communications and public relations.
  • Thorough knowledge of English and Spanish grammar, punctuation, usage and style, including AP style.
  • Knowledge of the development of informational materials.
  • Demonstrated knowledge of personal computers and software.
  • Demonstrated skill in composing clear, effective and appropriate correspondence and other written materials.
  • Demonstrated organizational skills and attention to detail required.
  • Skill in communicating with the public.
  • Excellent human relations skills.
  • Ability to establish effective working relationships with the public, executive staff members and peers.

PHYSICAL AND ENVIRONMENTAL CONDITIONS :
The work of this class is generally sedentary. Work involves occasional travel to offices, and schools throughout Baltimore County.

CONDITIONS OF EMPLOYMENT :
Employees may be required to work beyond their normally scheduled hours with little or no advanced notice. Work schedule will include nights, occasional weekends, and travel.

FLSA : Exempt

SALARY: Grade 04 on the BCPS OPE 12 Month payscale $64,458 - $99,651.

Eligible for the Baltimore County Employees' Retirement System.

Pre-Employment Requirements:
  • All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (State of Maryland, Senate Bill 315, effective October 1, 1986) completed. The fee charged for fingerprinting is $81.00. An identification card will be issued which must be shown prior to employment.
  • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
  • If you have military experience you will be asked to provide a copy of DD214.
  • Official transcripts for all higher education must be received prior to contract signing.
  • Some positions will require employees to undergo a physical examination and/or drug testing.
  • All newly hired personnel must attend a Badges and Benefits session.
  • Additional job verification will be required for salary credit.
