This position is located at the Henrico County Water Reclamation Facility at 9101 WRVA Road, near the intersection of Interstate 295 and Route 5 in Varina, Virginia. The Facility is a 75 MGD Enhanced Nutrient Removal Facility and operates 24/7/365.

General Statement of Duties:
Closing Date: This position closes on Monday, November 30, 2020.
Performs entry-level professional engineering work in the field and in the office for the Department of Public Utilities at the Water Reclamation Facility; does related work as required.

Essential Duties:
The following list outlines the main responsibilities of the Engineer I - Water Reclamation:
  • Providing engineering technical level support to Administration, Operations, and Maintenance Sections at the WRF;
  • Assists in reviewing and managing equipment/asset inventory and information, shop/record drawings, and equipment manuals;
  • Assists in developing Standard Operating Procedures (SOP), preventative maintenance schedules and associated work orders within the Computerized Maintenance Management System (CMMS);
  • Provides engineering support for Capital Improvement Projects (CIP), asset replacement projects, and complex corrective maintenance activities;
  • Analyzes data, trends, and key performance indicators to assist in making condition-based technical decisions and to perform root cause analyses;
  • Assists in developing project documents, and reviewing project plans and specifications;
  • Assists in ensuring compliance with DEQ Air Permit and Tier II Reporting; and
  • Assists in managing annual service contracts (janitorial, landscape, pest control and HVAC).
Knowledge of engineering principles and practices as it relates to the assigned position and department; ability to prepare and review plans, estimates and specifications; knowledge of common methods and practices used in engineering, inspection and construction of County infrastructure projects; ability to make engineering calculations; knowledge of environmental impacts; ability to maintain effective working relationships; ability to present ideas and recommendations clearly and concisely, both orally and in writing; ability to multitask and effectively manage competing priorities; good professional engineering judgment with ability to make sound decisions; critical thinking skills with the ability to problem solve; good organizational skills; basic supervisory skills including the ability to effectively manage workloads and projects and to foster and maintain high morale and engagement; ability to work on own initiative without close supervision or guidance; ability to accurately and consistently interpret and apply complex regulations and policies; ability to multitask and effectively manage competing priorities; ability to research, collect and maintain data, consider and weigh a variety of factors in making sound decisions or recommendations; basic financial skills sufficient to manage assigned projects within approved budget; physical condition that permits activities including but not limited to perform assigned duties and access diverse environmental locations countywide; personal accountability including teamwork, establishing and maintaining positive relationships with a diverse community of internal and external stakeholders, customers and colleagues; good knowledge of personal computers and /or automated systems having the ability to enter, maintain, retrieve and analyze data; excellent customer service skills, tact and courtesy; may require a flexible work schedule based on assignments.

Minimum Qualifications:
Possession of a four (4) year degree in a relevant recognized field of engineering from an ABET accredited engineering program (previous relevant professional experience in engineering preferred.

This position is located at the Henrico County Water Reclamation Facility at 9101 WRVA Road, near the intersection of Interstate 295 and Route 5 in Varina, Virginia.
