SUMMARY Under general supervision, coordinates real estate leasing, licensing and space allocation functions and operations for the District offices.

Essential duties and responsibilities may include, but are not limited to, the following:

  • Coordinates and manages real estate leases, space management, facilities access and use agreements and special projects; e valuates issues, identifies priorities, and develops solutions.
  • Manages financial leases and payments insuring invoices and lease payments are made and received as scheduled.
  • Maintains all aspects of the Davis Center and Northstar to ensure the building functions in a smooth, safe and efficient manner. Related activities include, but are not limited to, directly interfacing with staff, vendors, and the public, and dispatching maintenance personnel.
  • Responds to lease holder problems, concerns, and requests, and coordinate with the maintenance staff; tracks receivables and assist in the collection of delinquent accounts.
  • Establishes and maintains required files, including lease files; documents any lease and agreement adjustments and modifications according to District practice; tracks tenant insurance certificates and maintain up-to-date emergency contact information.
  • Reviews leases monthly for any increases or periodic work to ensure accuracy.
  • Resolves tenant issues and maintain positive working relationship with city, county and neighborhood organizations with leases in MPS property.
  • May coordinate sale or purchase of real property in concert with real estate broker, Office of General Council, Facilities and Finance.
  • Works independently, and makes appropriate decisions based on work experience.
  • Provides information and assistance to staff and community; answers questions and resolves issues within scope of authority, using knowledge of MPS and department policies and procedures; researches information requests, and responds independently to inquiries when appropriate.
  • Monitors project activities for compliance with state and Federal regulations and standards, and MPS policies, goals and objectives.
  • Compiles and analyzes data and prepares reports and recommendations.
  • Demonstrates courteous and cooperative behavior when interacting with students, clients, visitors, and MPS staff; acts in a manner that promotes a harmonious and effective workplace environment
  • Enthusiastically promotes the Superintendent's goals and priorities in compliance with all policies and procedures.
  • Maintains absolute confidentiality of work-related issues, records and MPS information.

MINIMUM QUALIFICATIONS
Education, Training and Experience Guidelines
Bachelor's Degree in Real Estate, Finance or Business Administration or related field; AND two (2 ) years of experience in real estate and project management; OR an equivalent combination of education, training and experience as determined by Human Resources.

Knowledge of:
  • Federal, state and local codes and regulations governing public buildings and real estate.
  • Principles and practices of government project and contract management.
  • Principles and practices of public sector administrative management, including finance, accounting, budgeting, purchasing, contract management, customer service and employee supervision.
  • Principles of real estate and real property management.
  • Techniques and practices for efficient and cost effective management of resources.
  • Principles of record keeping and records management.
Skill in:
  • Interpreting and applying facilities management principles, Federal and state rules and regulations, and MPS policies and standards.
  • Using initiative and independent judgment within established procedural guidelines.
  • Analyzing data and recommending effective solutions.
  • Assessing and prioritizing multiple tasks, projects and demands.
  • Establishing and maintaining effective working relationships with co-workers.
  • Operating a personal computer utilizing a wide variety of specialized software.
  • Communicating effectively verbally and in writing.
LICENSE AND CERTIFICATION REQUIREMENTS A valid Minnesota State Driver's License may be required.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT Work is performed in a standard office environment which requires occasionally lifting such articles as file boxes or heavier materials with help from others and/or lifting and carrying light objects frequently. A job in this category may require walking or standing to a significant degree or may involve sitting most of the time with long periods of computer work and heavy phone usage.
