A. SCOPE OF WORK:

The Burlington School District has an immediate opening for a Payroll Specialist. This position is primarily responsible for the effective and efficient processing of payroll and related activities, including all reporting requirements and supporting district administration with regard to financial management.

B. ESSENTIAL FUNCTIONS: This section outlines the fundamental job functions that must be performed in this position. This includes:

These areas state the underlying requirements that an employee must meet in order to perform these essential functions.   1. Timely and accurately complete all elements of the payroll process.
  2. Receive and audit time reports for district employees.
  3. Input payroll data, create and maintain electronic payroll files, and administer employee payroll deductions as needed.
  4. Prepare and post all payroll changes including, but not limited to, payroll deductions, salary changes, terminations and new employee information.
  5. Process separation from employment payroll in accordance with required timelines.
  6. Establish and maintain employee pay rates and other payroll records in the district's accounting system.
  7. Promptly process payroll check voids.
  8. Balance payroll earnings and deductions; make related transfers of funds and deposits.
  9. Maintain employee salary and benefit records pertaining to leaves and absences.
  10. Prepare payroll warrants.
  11. Prepare quarterly state and city retirement reports and annual reconciliation.
  12. Prepare quarterly 941 reports and performs annual reconciliation.
  13. Prepare quarterly State of VT unemployment and employee withholding reports; and annual reconciliation.
  14. Prepare annual salary data for City Annual Report.
  15. Prepare annual W-2 statements for employees and submit electronic files to IRS and State as required.
  16. Maintain knowledge of school district collective bargaining agreements with regard to payroll and benefits.
  17. Prepare retroactive calculations to adjust to salaries and benefit deductions for collective bargaining agreements changes.
  18. Assist Business Manager and/or Human Resources with salary and benefit information for union negotiations.
  19. Assist Business Manager and/or Human Resource department with preparation of Annual Employee Total Compensation statements.
  20. Compile and maintain attendance and substitute data.
  21. Maintain knowledge of current local, state, and federal laws and regulations pertaining to payroll and benefits.
  22. Maintain a high level of confidentiality regarding all work within the Business Office.
  23. Respond to employees with payroll questions in a timely and professional manner.
  24. Support the preparation of the annual financial statements and audit.
  25. Apprise Business Manager of all payroll or reporting issues.
  26. Perform routine office practices such as preparing correspondence, reproducing materials, computing and data entry.
  27. Attendance in accordance with established days/hours of work.

OTHER DUTIES AND RESPONSIBILITIES:
  1. Plan and work to implement new job duties or applications as necessary.
  2. Be cross-trained in other business office functions as requested by Business Manager.
  3. Perform other tasks and duties as assigned.

C. REQUIRED QUALIFICATIONS:

2. Experience:

    1. Minimum Required: Minimum three years experience processing payroll utilizing a computerized accounting software.


3. Knowledge, Skills, And Abilities:

    • Working knowledge: Sufficient familiarity with the subject to know basic principles and terminology and to understand and solve simple problems.
    • General knowledge: Sufficient knowledge of a field to perform most work in normal situations. The work calls for comprehension of standard situations and includes knowledge of most of the significant aspects of the subject.
    • Thorough knowledge: Advanced knowledge of the subject matter. The work calls for sufficient comprehension of the subject area to solve unusual as well as common work problems, to be able to advise on technical matters and to serve as a resource on the subject for others in the organization.
    • Comprehensive knowledge: Requires complete mastery and understanding of the subject. This term should be used sparingly and only for unusually exacting or responsible positions required to originate hypotheses, concepts, or approaches.

4. Specific Skills And/Or Abilities Required:
    1. Knowledge of federal and state laws, rules, and regulations which govern payroll transactions required.
    2. High attention to detail.
    3. High level of knowledge and ability to use Microsoft Office Suite is required.
    4. Proficient in data entry and the use of automated spreadsheets with ability to import into accounting software.
    5. A high degree of time management skills, organizational ability, problem solving skills, mathematical ability required.
    6. Ability and willingness to communicate with employees regarding payroll questions is required.
    7. Ability to establish and maintain effective working relationships and to deal effectively and courteously with others is required.
    8. Must be a self-starter and able to work independently, as well as in a team setting.
    9. Ability to maintain a high level of confidentiality and work with highly confidential information, data and documents is required.
    10. Prior public school business office experience desired.
    11. Understanding of collective bargaining unit contracts desired.
    12. Such alternatives to the above qualification as the Superintendent, or designee, may find appropriate and acceptable.
    13. Possess visual acuity and stamina to work at a computer monitor for extended periods of time.
    14. Possess strength and stamina to be able to remain in a stationary position for extended periods of time.
    15. Possess fine motor skills for using a computer keyboard.
    16. Possess ability to carry up to 25 pounds occasionally.
    17. Possess strength and stamina for frequent walking and occasional light lifting, pulling, pushing, reaching, stooping, twisting, grasping, climbing or other limited physical activities.
    18. Vocal communication required for expressing or exchanging ideas with co-workers, school staff, government agents, and the like.
    19. Ability to use telephonic communication.
