Ulster BOCES is seeking a Principal Account Clerk for a full-time, 12-month position working to support student-based programs. Fingerprinting required. All Civil Service laws, rules and regulations apply.

Civil Service Classification: Competitive. Merit and fitness competitive examination applies.

Salary commensurate with experience and training. Salary range: $50,000 - $60,475

GENERAL RESPONSIBILITIES :
The work involves responsibility for highly complex account clerical duties. The work is carried out with the frequent exercise of independent judgment and involves performing and often planning and supervising complex bookkeeping activities of a major department. Work is performed under the general supervision of a higher level employee with wide leeway allowed determining the actions required to complete assignments. Supervision is normally exercised over the work of subordinate personnel. Does related work as required.

SPECIFIC DUTIES :
The typical work activities listed below, while providing representative examples of the variety of work assignments in the title, do not describe any individual position. Incumbents in this title may perform some or all of the following, as well as other related activities not described.
  1. Maintains complex activity control records, schedules workloads and flow and coordinates the work with that of other units;Plans, assigns and reviews the preparation and maintenance of a wide variety of financial records and reports and instructs employees in specialized details of the work;Compiles, prepares and analyzes a variety of complex financial and statistical reports and records;Revises, develops and implements account keeping methods and procedures;Conducts correspondence in connection with financial matters;Directs the audit of varied accounts, claims and records and the preparation of related reports;Operates a variety of calculating, check writing and other office equipment including a variety of electronic computing systems;May supervise reconciliation of revenues received with bank statements;May assist in the preparation of the annual operating budget and ensure the maintenance of necessary financial controls;May prepare and compile all pertinent information required on bond sales.

12 Month Schedule
Monday through Friday
8:00 a.m. - 4:00 p.m.

MINIMUM QUALIFICATIONS :
Either:
A. Graduation from a regionally accredited or New York State registered college or university with an Associate's, or higher level degree, in Accounting or a related field and one year of full-time paid, or its part-time equivalent, experience in the compilation and maintenance of financial accounts and records; OR
B. Graduation from high school or possession of a high school equivalency diploma and three (3) years of full-time paid, or its part-time equivalent, experience as described in A above.

WHAT IS A BOCES

BOCES, or Boards of Cooperative Educational Services, were created in 1948 by the New York State legislature. They operate as extensions of local school districts to help them meet their educational and financial goals by offering shared educational programs and services.

The Board of Regents and Commissioner of Education have also charged the 37 BOCES in New York State with providing leadership and developing the capacity of local schools to enhance and improve student achievement. The chief executive officer of a BOCES also serves as the District Superintendent and works closely with local school districts as both a liaison to and agent of the New York State Commissioner of Education.

A BOCES program or service is created when two or more school districts have similar needs that can be met through sharing. This is an economical way for districts to provide opportunities they otherwise might not be able to afford or that would be more expensive to provide independently. BOCES programs and services eliminate duplication of such things as staff time, space, and equipment. BOCES staff members also have particular skills and expertise related to each of the programs and services offered, making participation an effective option for districts.
