General Statement of Duties:

Plans, manages and provides policy direction on the Surface Water Quality Program in the field and in the office; performs both routine and extremely complex duties as assigned to ensure ongoing compliance with all applicable local, state and federal environmental laws for all assigned projects and programs; does related work as required

Essential Duties:
Extensive technical knowledge of the Federal, State and local environmental regulations pertaining to surface waters, including, but not limited to the Chesapeake Bay Preservation Act, Section 404 of the Clean Water Act, Virginia Erosion and Sediment Control Law, Virginia Stormwater Management Act, Municipal Separate Storm Sewer Systems Permits, National Environmental Policy Act, Virginia Water Protection Permits, Endangered Species Act, and Section 106 of the National Historic Preservation Act; proficient in the ability to delineate waters of the U. S., including tidal and nontidal wetlands in accordance with federally-established local methodologies; proficient in the ability to differentiate between intermittent and perennial streams using established methodologies; proficient in the ability to conduct stream monitoring, stream surveys, and stream bioassessments using state- and/or federally-established methodologies; working knowledge of watershed management principles, floodplain and other environmental laws and issues relevant to land development, land use and land management within the County; working knowledge of engineering principles and practices, erosion and sediment control principles and practices, stormwater management principles and practices, and construction methods and techniques; ability to read and interpret complex engineering drawings and plans; excellent customer service skills; ability to effectively communicate clearly, concisely, and assertively both orally and in writing with various internal and external stakeholders and proven proficiency in making oral presentations to a wide variety of individuals and groups; ability to educate utilizing laws, regulations, and history to positively influence others; strong organizational skills; ability to effectively manage competing priorities and make sound decisions; ability to keep accurate records and documentation; work and lead in a team environment; ability to establish and maintain effective working relationships with a diverse audience of stakeholders, including but not limited to County officials, County employees at all levels, engineers, landowners, State and Federal regulatory personnel, and the public; personal accountability including teamwork and establishing and maintaining positive relationships with a diverse community of internal and external customers and colleagues; ability to work independently; proficient in utilizing historical data and to relate that data to current issues and projects; proficiency in Technology to enter, maintain, retrieve, analyze and report technical data clearly and concisely and to use common office software and department specific software and systems to accurately compile and maintain Division-specific data and provide detailed reports; physical condition that permits activities including but not limited to walking distances, climbing, bending, driving and working under adverse temperatures and/or weather conditions as needed to perform assigned duties and access diverse environmental locations Countywide.

Minimum Qualifications:
Graduation from high school supplemented by relevant college or other relevant secondary coursework; prefer a college degree (2-year or 4-year) in a relevant field and ten (10) years of relevant work experience; OR any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

Additional Information:
This position is part of an approved career development plan and may be under-filled at a Project Specialist II, III or IV based on the qualifications of the successful candidate and the needs of the department at the time of hire.

This position will require successful candidate to obtain a valid Class B CDL to perform assigned duties during inclement weather events.
