Essential Functions and Objectives:

Operational responsibility for managing and coordinating the full life cycle administration of a program within one or more functional areas. Facilitates leadership decision-making for program priorities, district support structures and resource allocation. Administers the execution, maintenance, projects' implementation, change management, and cross-functional alignment of workstreams; ensures program and district compliance with relevant industry, state and federal regulations.

Identify evolving structures and opportunities for infusing innovation and improvement at the district and school level to enable higher student achievement and engagement. Develop the overall alignment of strategic grants and pilots to the district's high priority strategies which will benefit from Innovation and Improvement methodologies while also identifying and scaling pilots that have proven success in raising student achievement.

- Researches, strategizes and defines program architecture, projects, priorities, activities and operational procedures to continually draw incremental benefits of the program, in alignment with governance requirements and the overall program goals and objectives. Remains knowledgeable of, plans for, communicates and coordinates regulatory compliance activities with school and other support services departments.

- Directs, administers, and evaluates program operations, policies and procedures relevant to the lifecycle of the program; ensures effectiveness and demonstrates outcomes beyond program establishment. Coordinates and tracks program expenditures and adjusts project activities, specifications, proposals, contracts and schedules to meet overall program objectives within budget.

- Sets and monitors new program priorities, including: objectives, benefits, key deliverables and resources. Manages long and short term work plans and schedules to track progress; ensures milestone are attained; identifies, analyzes and mitigates project risks, solving for project 'road blocks'; assesses outcomes and lessons learned; provides timely and accurate project deliverables.

- Establishes and cultivates relationships with key internal and external stakeholders; develops comprehensive communications strategies conveying information to ensure appropriate input and agreement to key decisions and program direction. Leads change initiatives; works closely with and influences project team members, provides mentorship and catalyzes strong collaboration among all resources involved.

- Lead district to identify and gather learning from current grants, pilots, evaluation data and programs in order to leverage feedback loops that will inform district Strategy. Develop the strategic grants and pilots agenda for the district based on identification of the persistent problems that would benefit from innovation, continuous learning and added investment. Define strategies for integrating pilots and strategic grants into schools and district level planning. This includes developing plans for sustainability and taking learning to scale while maintaining visibility of the progress and results.

- Collaborate with the district's overall Strategy Management process to leverage synthesized insights from pilots and grants for the continuous improvement of district strategy.

- In partnership with the Foundation, Finance and other district departments, identify a funding strategy and map funding resources and funding partners for high-priority strategies. This includes the management of grant writers in coordination with Grant Administration and Office of Legal Counsel personnel.

- Develop the decision-making, application, funding and impact measurement of pilots and grants and the coordinated support needed in collaboration with other departments.

- Build the capacity of the organization to effectively manage and lead grant proposal efforts in alignment with the highest priorities. This includes writing grant and pilot proposals, developing budgets and as needed working with teams and grant-writers to coordinate the development of proposals.

- Design, initiate and lead Grant coordination in achieving district priorities through establishing funding priorities in alignment with the district's strategic initiatives.

- Design and lead professional learning for grants and pilots for leaders and members to build their capacity to be effective in matching funding priorities with funding sources in realizing the district Theory of Action.

Knowledge, Experience & Other Qualifications:

- Two (2) or more years of related grant or pilot management experience required.

- Experience with strategic planning and project management.

- Two (2) or more years of management responsibility.

- Knowledge of Federal, state and local laws and regulations pertaining to K-12 schools.

- Familiarity with programs and processes of primary granting agencies, including federal agencies as well as corporate and private sponsors preferred.

- Knowledge in proposal and database knowledge platforms a plus.

- Ability to multi-task and to pay attention to detail required.

- Ability to work with individuals from diverse backgrounds.

- Previous experience in education or non-profit preferred.

- Excellent writing and editing skills including scientific or technical writing.

- Ability to work well under pressure and meet quick deadlines.

- Experience in managing complex projects with multiple deadlines.

- Alignment, and relationship management.

- Experience and proficiency with Google products (e.g. Sheets, Docs, Slides).

Education Requirements:

- Bachelor's Degree in Business Administration, Public Administration, K-12 Education, Communication or related field required.

- Master's Degree in Business Administration, Public Administration, K-12 Education, Communication or related field preferred.
