General Statement of Duties:
Closing Date: This position closes on Monday, December 7, 2020.
Serves as a Drainage, Construction and Maintenance Specialist for the Road Maintenance Division of the Department of Public Works; manages less complex projects to completion; reviews and comments on project plan designs for constructability and compliance; ensures work completed for assigned projects adheres to all approved plan specifications and applicable regulatory specifications and requirements; inspects and approves work underway and completed at project worksites; recommends payments and bond releases; does related work as required.

Essential Duties:
Sound working knowledge of basic project management, basic engineering and construction practices; meet with citizens and County Officials regarding drainage complaints and roadway concerns; preparation of plans and estimates for various projects undertaken by the Road Maintenance Division; research court records, property owners, easements, subdivision plans, PODs, service / work requests, meeting records etc.; perform storm water drainage calculations; knowledge of Henrico County Ordinances; ability to work independently or as team member on a daily basis to complete assigned tasks; ability to read construction plans, specifications, and contract documents; ensure Road Maintenance compliances with County's Municipal Separate Sewer System (MS4) Permit by performing inspections and other duties as required; ability to express ideas clearly to variety of audiences and both orally and in writing; determine level of maintenance service to be provided to existing Road Maintenance facilities based on field inspection and research; knowledge of erosion and sediment control and storm water management principles and practices as applied to drainage construction and maintenances; serve as field inspector on Road Maintenance drainage, road and other projects; keep project records and reports; knowledge of motorized equipment used for road maintenance; perform field surveys and stake-out road and drainage projects for construction; work with road maintenance crews regarding the installation of driveway pipes, storm sewers and other drainage / road projects; schedule / coordinate pipe installation and other Road Maintenance projects; plot field surveys performed by others utilizing Civil - 3D software; collecting field data using ESRI Collector; generate maps using ArcGIS for routing, storm debris pickup, snow routes, editing features, determine areas of concertation for various types of service request etc.; appropriately involves and collaborates with supervisor, appropriate department staff, or other County staff for assistance with the resolution of unusual complex and sensitive complaints and or issues; cross train others to handle additional and more complex types of projects and inspections within Road Maintenance; operate and train others in using the storm sewer camera and survey equipment; enforcement of Henrico County Ordinance related to roadways, easements, drainage etc.; knowledge of erosion and sediment control (ESC) and storm water management (SWM) principles and practices as applied to road and drainage construction; apply erosion-control principles and practices drainage and road projects; must be able to traverse difficult terrain in order to perform site visits and complete evaluations; good customer service; possesses strong computer skills, including but not limited to Microsoft Office Suite, ArcGIS, AutoCAD, and Civil 3D.

Minimum Qualifications:
Graduation from high school supplemented by relevant college or other relevant secondary coursework; prefer a college degree (2-year or 4-year) in a relevant field and four (4) years of relevant work experience; OR any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

Additional Information:
Valid Class B CDL to perform assigned duties at various locations Countywide.
