Summary: The Executive Director of Budget Development and Management Services is responsible for planning, directing and reviewing activities in developing the district's operating, capital and enterprise budgets. These activities include developing policies, procedures and programs to develop and ensure adherence to budgetary requirements aligned with the district's strategic goals; coordinating budget activities with Superintendent, Executive Staff, Board of Education, Board of County Commissioners and outside agencies;. In addition to budget development activities, the Executive Director is responsible for the overall management of the district's budgets. These activities include the pre-auditing of all expenditures, maximizing the use of all revenues and complying with all federal, state and local policies and regulations. This position is responsible for providing highly reliable and complex support to the Chief Financial Officer, Assistant Financial Officer and executive team while exercising a high level of independence, accuracy and sound judgment.

Essential Duties:
  • Strategically directs and coordinates the preparation of the school system annual budget.
  • Provides budgetary information and technical assistance to the executive and departmental staff to assist in developing budgetary needs aligned with strategies in support of district goals.
  • Provides counsel, financial leadership and guidance to the AFO, CFO, Board of Education, Superintendent, and executive team in managing and monitoring budgetary aspects of key district initiatives.
  • Selects, trains, motivates and evaluates personnel; provides or coordinates staff training, works with employees to corrects deficiencies, implements discipline and termination procedures, provides appropriate and timely feedback.
  • Provides technical assistance to fund owners and financial secretaries in executing and monitoring their approved budgets.
  • Designs and implements budgetary controls to monitor expenditures, revenues and fiscal compliance on an ongoing basis.
  • Periodically develops long-range revenue and expenditure forecasts.
  • Develops and administers budget policies and procedures for the school district to provide transparency, ensure consistency, and mitigate operational risk.
  • Provides oversight of the pre-audit process to ensure compliance with federal, state and local policies and regulations as required by NC General Statute 115C-436.
  • Reviews all contracts for accuracy, appropriateness of expenditure, proper coding and sound business judgment.
  • Designs and oversees the preparation of the formal budget documents for presentation to the Superintendent, Board of Education, and Board of County Commissioners.
  • Prepares and presents budget information to a variety of stakeholders (i.e.; Board of Education, Board of County Commissioners, staff, students and citizens of Mecklenburg County) and facilitates stakeholder engagement during the budget process
  • Collaborates with key stakeholders on budget matters as well as in the development and implementation of new or changing guidelines or processes (i.e.; from legislative changes, DPI guidelines, county budget matters)
  • Directs and participates in the development of the budget division's goals and objectives and associated work plan; assigns work activities, projects and programs; monitors work flow; reviews and evaluates work products, methods and procedures
  • Supervises and participates in the development and administration of the departmental budget.
  • Provides one-on-one training and mentoring to executive staff on financial matters as well as training for new board members, principals, aspiring principals, fund owners and financial secretaries on budget matters.
  • Responds to complex and/or sensitive inquiries from the media, community organizations and citizens regarding budgetary matters.
  • Attends and participates in professional groups and committees as appropriate to enhance and maintain knowledge in the field of budgeting and accounting and maintains professional contacts to facilitate the exchange of information and best practices.

Education and Experience:

Minimum
  • Bachelor's Degree in Business, Accounting, or other related field
  • Seven years of experience in business, accounting,
  • Three years of supervisory experience

Desirable
  • Master's Degree in Business, Accounting, or other related field
  • Ten years of experience in Business, Accounting, or other related field.

Licensing / Certification Requirements: Possession of a Certified Public Accountant Certification desirable.

Knowledge / Skills / Abilities:
  • Thorough knowledge of and successful experience in sound fiscal practices, including budget preparation and control and management of district resources.
  • Thorough knowledge of pertinent federal, state and local laws, codes and regulations.
  • Knowledge of organizational and management practices as applied to the analysis and evaluation of programs, policies and operations.
  • Knowledge of district organization, operations, policies and objectives.
  • Knowledge of principles and practices of administration, supervision and training.
  • Knowledge of programs policies and practices used in education organizations.
  • Knowledge of financial techniques required to direct activities of a large scale operation.
  • Knowledge of public speaking techniques.

  • Possesses leadership skills required to respond to the challenges presented by an ethnically and culturally diverse school district.
  • Possesses high level of cognitive skills, analysis and decisiveness, organization and high internal work standards.

Physical Requirements:

The work is primarily sedentary. It requires the ability to communicate effectively using speech, vision and hearing. The work requires the use of hands for simple grasping and fine manipulations. The work at times requires bending, squatting, reaching, with the ability to lift, carry, push or pull light weights up to 20 lbs. The work requires activities frequently involving driving automotive equipment.
