This employee in this position is to plan, direct and review the activities and operations of the Accounting/Auditing Department, including the preparation, processing and maintenance of the accounts payable, case receipts/investments, and general ledger functions. It is to coordinate accounting activities with other departments and outside agencies; and to provide highly responsible complex administrative and technical support to the Chief Finance Officer.

Essential Duties: (These duties represent a sample and may vary by position.)
  • Strategically plans, develops and implements the Accounting, Audit and Accounts Payable departments' goals and objectives in alignment with Superintendent's goals and the district's strategic plan.
  • Supervises the Director of Accounting/Audit and the Director of Accounts Payable.
  • Oversees and participates in the development of the departments' work plans; assigns work activities, projects and programs; monitors workflow; reviews and evaluates work products, methods and procedures.
  • Recommends and administers policies and procedures and evaluates and recommends process improvements and cost savings activities.
  • Selects, trains, motivates and evaluates personnel; provides or coordinates staff training; work with employees to correct deficiencies; implements discipline and termination procedures.
  • Oversees the auditing functions mandated by state law as part of the financial delegation of responsibility to school treasurers.
  • Coordinates the external audit and approves all financial reports prepared by the department for use by parties within and outside the school system.
  • Routinely evaluates the district's internal control structure and maintains control over ongoing functions of cash receipts, investments, payroll disbursements, vendor disbursements, and general financial recording of transactions.
  • Monitors district compliance with various laws, regulatory requirements, policies and regulations and professional standards related to financial matters.
  • Plans, organizes and evaluates the operating systems of the financial services department and makes any changes necessary to respond to the overall operating environment. Evaluates and makes recommendations on finance related operating systems requirements as needed.
  • Communicates with department heads/all employees/single employees as appropriate to disseminate information on finance or procurement related policy, procedures and schedules.
  • Interprets and directs implementation of state/federal-mandated policy, procedures and computations related to financial services matters and notifies Chief Financial Officer of any changes.
  • Participates in, counsels and evaluates new projects, operational adjustments, and regulatory changes that have an impact on finance.
  • Researches and prepares position statements/opinions on financial matters contemplated by state agencies, school system departments, professional groups and committees.
  • Maintains a customer focus and commitment to continuous process improvement and streamlined work flow for the purpose of increasing operational efficiencies.
  • Collaborates with key stakeholders in the development and implementation of new or changing guidelines and/or processes.
  • Participates on a variety of cross-functional project teams and acts as a liaison to other departments to serve as a financial advisor.
  • Provides data analysis and prepares reports as needed for the Board of Education, Department of Public Instruction (DPI), Chief Financial Officer and Superintendent.
  • Performs other duties as assigned by the Chief Financial Officer.
