ASSISTANT SUPERINTENDENT FOR STUDENT SUPPORT SERVICES

Basic Functions
The Assistant Superintendent of Student Support Services is directly responsible to the Superintendent of Schools, supervises and directs the day-to-day operations of the District's Student Support Services division. The Assistant Superintendent of Student Support Services chairs and serves on District committees as directed by the Superintendent, assists in planning, development and implementation of Board Policies and Administrative Regulations.

Duties and Responsibilities
The Assistant Superintendent of Student Support Services is responsible for providing leadership and direction for the planning, implementation, and assessment of the Student Support Services including Special Education, Counseling Services, Psychological Services, Medical Services, School Social Work and Attendance. The Assistant Superintendent of Student Support Services ensures the effective operation of all Student Support Services by developing, managing, and supporting all resources essential to increasing student achievement. This position is responsible for supervising and evaluating all appropriate staff in Student Support Services.

  • Plans, directs, and monitors the Student Support Services programs of the City School District of New Rochelle, which includes Special Education, Counseling Services, Psychological Services, Medical Services, and School Social Work Services.
  • Oversees program implementation and review cycles and provides adequate materials and equipment for all Student Support Services Programs.
  • Assists with the implementation of strategic goals/objectives related to all Student Support Services Programs.
  • Provides support to principals in evaluation of local program and in planning for improvement of the program.
  • Communicates information on services and regulations to school personnel, parents, and the Board of Education for the purpose of understanding services.
  • Provides leadership, direction, and oversight of District alternative education initiatives and extended learning.
  • In partnership with the Business Department and Superintendent, manages the District's fiscal resources and special education grants, prepares budgets and directs spending, and monitors maintenance of effort.
  • Assists in communicating to the stakeholders of The City School District of New Rochelle all relevant information about the Student Support Services Programs.
  • Attends all Board of Education meetings and presents Student Support Services policies and procedures to the Board of Education for information or action.
  • Responsible for representing the District in all Student Support Services matters brought before the Board of Education.
  • Represents the District, when assigned, in social, organizational, ceremonial, political, or other functions, as needed.
  • Chairs committees that involve student rights, students with special needs, and student admission.
  • Prepares responses for state and federal complaints and individual lawsuits relating to students.
  • Provides leadership and expertise in promoting the Strategic Objectives as an integral part of the day-to-day District operations.
  • Assists principals in the mediation and resolution of parent/student concerns and complaints within established guidelines and policy.
  • In partnership with school administrators and the Department of Human Resources, assists in the recruiting, hiring supervising, and evaluating District level special education and clinical staff. Such staff may include speech-language pathologists, school psychologists, social workers, occupational therapists, physical therapists, and providers of Early Intervention and Early Childhood Special Education for the purpose of carrying out objectives within areas of responsibility.
  • Oversees and directs the allocation of special education staff to schools in accordance with state and local standards and student needs.
  • Coordinates with outside agencies to provide services to students and staff for the purpose of offering appropriate services.
  • Monitors student needs for assistive technology required for access to the general curriculum. Provides required assistive technology and training for staff and students.
  • Works collaboratively with the Assistant Superintendent for Curriculum and Instruction/Chief Academic Officer on all learning initiatives.
  • Performs other related duties as assigned.

Position requirements include:

  • Exemplary ability to engage in District level leadership within a collegial culture focusing on student learn.
  • Brilliance in planning, directing and monitoring Student Support Services including Special education, Counseling, Psychological, School Social Work, and Attendance services. 
  • An extraordinary ability to work collaboratively with the Chief Academic Officer on all learning initiatives.
  • Remarkable understanding of educational excellence and equity.
  • Exceptionally leadership skills to supervise the Department of Special Education, Director of Pupil Personnel Services, Medical Director and Director of Guidance.
  • Excellent written and oratorical skills.
  • Extensive knowledge of Section 504 Rehabilitation Act and Title IX.
  • Performing other such responsibilities as requested by the Superintendent of Schools.
  • NYS Certification as School District Administrator or School District leader required.
