    FLSA DESIGNATION
    Non-Exempt; 12 months; 40 hours per week; $31.21 per hour. Note: This is a non-union, grant-funded position that exists as long as grant funds are available.

    PART I - SUMMARY OF CLASSIFICATION

    This class is accountable for overseeing the financial and record-keeping components of the 21 st Century Community Learning Centers (CCLC) and State Department of Education (SDE) grants and works closely with program staff and senior leaders to ensure accurate financial reporting and procedural compliance on all 21 st Century and SDE grants.

    PART II - MINIMUM KNOWLEDGE, SKILLS AND ABILITIES

    A. EDUCATION AND EXPERIENCE

    General Experience:
  • Seven (7) years' experience in planning, implementation and/or management of grant and compliance programs on a community, state or federal level.

  • Substitutions Allowed:
  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four years for a Bachelor's degree.
  • A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.

  • Special Requirement:

  • PART IV - ESSENTIAL FUNCTIONS

    The following identifies the primary and essential functions of the position and is not intended to be an exhaustive listing of all duties.
    • Assesses ongoing programs for conformance to reporting requirements, budget and timetable guidelines and program effectiveness;
    • Assists in preparing grant applications by establishing budgets, collecting data for RFPs, obtaining commitment letters from community member and providing statistics about current programs and recommendations as noted by Quality Advisors;
    • Attends all required workshops, meetings and evaluations of programs with Quality Advisors and SDE Managers;
    • Attends meetings of appropriate state, local and regional organizations and performs other liaison functions to coordinate efforts in program area;
    • Coordinates and conducts meetings with after-school personnel;
    • Coordinates events to encourage family involvement through field trips, parent nights with various community organizations and special events to promote family involvement directly within the program;
    • Creates memos regarding meetings, purchase orders, database, etc;
    • Determines if need exists for program and/or budgeting revisions, preparing and submitting all needed revisions to CREC;
    • Determines site needs and submits vendor contracts, requisitions and purchase orders for programs;
    • Develops goals and objectives, evaluation and compliance standards, timetables, other program components and Board policy for program area and individual projects;
    • Develops program alternatives;
    • Develops, evaluates and facilitates the implementation of all 21 st Century CCLC and SDE after-school youth programs in keeping with the integrity of the project designs;
    • Evaluates program proposals and applications for conformance with regulations and District goals;
    • Facilitates and directs grants and compliance process;
    • Facilitates communication with community partners and business representatives who may participate in or contribute to 21 st CCLC and SDE grants including foundations, parents and private non-profit local agencies to provide youth programming;
    • Gathers information related to program area;
    • Identifies discrepancies in budgets and notifies School Business Office of any necessary changes;
    • In conjunction with CREC personnel, conducts assessments and site visits, collecting and analyzing data, documenting results and identifying and discussing implications and implement actions plans for future grant year;
    • Inputs all necessary end-of-year reports and evaluations;
    • Maintains all data bases for 21 st CCLC and SDE records including attendance, parent engagement and activities, payroll and budgeting as well as vendor contracts and requisitions;
    • Maintains correspondence on requisitions, vendors, payments, etc.;
    • Maintains files and data base management for all 21 st Century and SDE programs;
    • Makes regular visits to program sites to determine site needs;
    • Monitors and assesses on-going programs for conformance to reporting requirements, budget and timetable guidelines and program effectiveness;
    • Monitors use of grant monies awarded to the District to ensure adherence to all terms and conditions;
    • Oversees program-related services needed to operate after-school program e.g., transportation and nutrition;
    • Performs research to support the application for or the disbursement of grants including needs analysis, literature review and regulations critique to identify problems and determine priorities;
    • Performs specialized related duties in the area of grants and compliance management;
    • Prepares and submits ED114 reports;
    • Prepares contracts and agreements related to grant activities;
    • Prepares grant proposals;
    • Prepares quarterly and annual reports and District annual plan or section of plan related to program area;
    • Provides technical assistance and acts as resource person to grantees;
    • Recommends funding;
    • Recruits and coordinates all teaching staff, recreation specialists and community partners;
    • Review requisitions and creates any necessary purchase order addendums;
    • Reviews, revises, prepares, submits, monitors and maintain all 21 st Century and SDE budgets;
    • Works collaboratively with other City departments and local agencies;
    • Performs other related duties as required.
