REPORTS TO: Superintendent
QUALIFICATIONS:
1. Master's degree in Human Resources, Business, Educational Leadership,
Administration/Supervision or a Juris Doctorate.
2. Work experience in human resources, and employee/labor relations. Industry certifications
preferred. High level of supervisory experience preferred.
3. Demonstrated skill in continuous improvement processes, interest based problem solving, and
assessment systems.
4. Demonstrated knowledge of state and federal labor laws/regulation, public employee
bargaining, and school personnel law.
5. Demonstrated evidence of strong organizational and management skills.
6. Demonstrated skill in oral and written communication.
7. Demonstrated ability to work with diverse groups of people.
8. Experience with industry-standard computer applications.
9. Such alternatives to the above qualifications as the Board may find appropriate and acceptable.
SUPERVISES: Human Resources staff as assigned by the Superintendent.
JOB GOAL: Provides executive direction and management for all District Human Resources
programs with the goal of forwarding the District's goals and priorities.
ESSENTIAL FUNCTIONS:
1. Development and implementation of goals and objectives for all functional areas of HR.
2. Executive oversight of the budgets within Human Resources to ensure proper allocation of
resources , both human and capital, to achieve the goals and objectives of Human Resources.
3. Ensures the development of procedures and processes related to compliance with local, state
and federal laws, regulations, policies and collective bargaining agreements relative to Human
Resources.
4. Coordinates the use of technology to provide efficient operation of Human Resources staff.
5. Ensures the maintenance of accurate and updated information on District employees to
achieve: proper reporting to local, state and national agencies on employee licensing, training
and experience; racial balance, sound financial budgeting and planning; and projection for longrange
planning needs.
6. Executive oversight of the recruitment and hiring of highly qualified employees at all levels of
the District, both instructional and non-instructional.
7. Executive oversight of the assessment and assignment of employees.
8. Executive oversight of District employee relations including:
a. Administration of employee complaints, investigations, and predetermination
hearings;
b. Administration of the employee grievance procedure.
9. Oversight of the employee benefits programs, including the District's Insurance Program.
10. Oversight of employee compensation including salary schedules.
11. Oversight of the District's Property, Casualty, and Workers' Compensation Programs.
12. Oversight of the District's Wellness Programs.
TERMS OF EMPLOYMENT:
Twelve months . Salary as established by the Board.
ASSESSMENT:
Performance of this job will be evaluated in accordance with provisions of the Board's policy on
assessment of administrative personnel.
