Description

Under general direction of the Director of Public Works, responsible for planning, supervising, coordinating, and managing water treatment plant operations and personnel in accordance with all State and Federal regulations, standards, and procedures.

Responsibilities

  • Plan, supervise, and coordinate the continuous day-to-day operations and maintenance of the water treatment facility, remote pumping stations, storage facilities, wastewater pump facilities.
  • Prepare and develop annual water division operating and capital budgets. Purchase supplies, chemicals, and other materials required for water treatment operations. Prepare RFP’s for specialized contracted projects, coordinate activities of private contractors, and over see capital projects. Review and approve all invoices for services rendered and materials purchased.
  • Review monthly production reports and monitor water sales to North Reading and other communities. Prepare and maintain annual production summaries and projections for budgetary purposes.
  • Review and approve daily and other periodic laboratory, operations logs, and reports. Prepare water statistic reports for compliance purposes and internal accounting. Prepare annual Water Quality Report to fulfill regulatory reporting requirements.
  • Monitor remote operations with Dynac, Mission and other applications. Coordinate responses to emergency conditions. Prepare and update critical infrastructure vulnerability and emergency response plans. Oversight of CCR, drought management plan, water conservation plan, and surface water assessment plan
  • Ensure that required mechanical, electrical and other systems, pumps, valves, motors, turbines, engines, compressors, control and filtration equipment are properly repaired, maintained and services and that valves, lines and the like are properly installed or attached.
  • Prepare specifications for all mission critical equipment including but not limited to, pumps, medium voltage switchgear, turbines and ozonation equipment.
  • Investigate and resolve citizen complaints and concerns relating to water quality, and related matters.
  • Maintain established quality and quantity standards. Follow prescribed safety precautions, established department and company policies, procedures, rules and regulations. Ensure all work areas and equipment is maintained in a clean, orderly, operational, and safe condition.
  • Attend and participate in staff, department, safety and other meetings.
  • Follow progress of work, investigate causes of inadequate performance, and take corrective action within limits of town and department policy to alleviate problem areas.
  • Supervise, instruct, assist, and check subordinates as to schedules, methods and procedures, standards of performance, town and department rules and regulations or other matters affecting work.
  • Maintain discipline and harmonious personnel relations.

Qualifications

Skills, Knowledge and Abilities
  • Thorough knowledge of the Safe Drinking Water Act and applicable federal, state and local laws, rules and regulations regarding the operation of a public water supply system.
  • Knowledge of water treatment plant operations, maintenance, and repair.
  • Knowledge of supervisory principles.
  • Ability to follow detailed written instructions.
  • Ability to direct others in the performance of their duties.
  • Ability to troubleshoot operational, equipment and service failures and repair and maintenance problems.
  • Ability to read and interpret engineering designs, blueprints, specifications and contracts.
  • Ability to use basic computer applications to generate spreadsheets, reports, and statistical analysis.
  • Interpersonal skills to effectively interact with Town employees, or Department and Division Heads and the public to maximize the effectiveness and efficiency of interdepartmental operations and activities.

Education and Experience
Duties require knowledge and expertise in water treatment plant operations and maintenance; Bachelor’s degree in Chemistry, Civil Environmental Engineering or related field; 5-7 year’s related experience, including five years supervisory experience; or any equivalent combination of education and experience. Experience in vertical construction projects and the laws and regulations governing such projects. Must possess a Massachusetts Grade 4T drinking water license and valid driver’s license.

SUPERVISORY RESPONSIBILITY
Assist, supervise, check, oversee, and train a group or groups engaged in water treatment plant operations and certified laboratory personnel.

PHYSICAL ELEMENTS
  • Involves extended periods of walking, standing, and sitting.
  • Occasion periods of physical exertion, requiring ability to lift, carry, pull, and position light to heavy objects using proper body mechanics and techniques.
  • Activities may be performed outdoors with exposure to varying weather conditions and in a normal office environment.
