General Statement of Job
Under general supervision, performs varied and complex administrative and database work requiring knowledge of practices and procedures of the department and District in order to effectively support the Department of Special Education. Work involves performing data entry, analysis, review, and maintenance of Special Education database programs; providing technical support and training at district level and for school level personnel for due process of forms, IEP program, and Medicaid documentation program; consulting with School Database Specialist; and compiling reports. Reports to the Executive Director of Special Education.

Specific Duties and Responsibilities

Essential Functions :
Performs the analysis and review of database files to detect errors and maintain report integrity.
Communicates with Special Education teachers and School Database Specialists to answer questions and provide instruction.
Prepares reports for Executive Director, Superintendent, Office of Finance, and SDE for funding and accountability.
Writes and utilizes programs for inside/outside department for special reports or data.
Plans a yearly schedule for file and report submissions to meet SDE and District guidelines.
Writes memorandums to various staff to communicate report information and schedules.
Attends special meetings with inside/outside staff to address record keeping, problems, and planning.
Consults with department staff on capabilities of systems to address record keeping, needs, and research data.
Maintains current and historical files of paper and computer reports to meet State and District record keeping requirements.
Attends annual training sessions and meetings to stay abreast of software changes and to update programming skills.
Operates and maintains computers, printers, and all other machines required for office operation.
Orders, maintains, and troubleshoots problems of computers and printers for department and classrooms.
Receives, reviews, prepares, creates, submits, and enters various records and reports, including electronic data files, SDE and District memorandums and directives, student reports, student enrollment and other data, Medicaid, etc.
Receives and/or reviews various records and reports including student enrollment data, IEP data, discipline data, equipment/software, teacher/other staff, and software program.
Prepares and/or processes various records and reports including annual child count, program updates, class caseloads, class teachers, student demo data, student evaluation reports, transportation data, annual data report, and equipment status.
Refers to computer program manuals, printer manuals, policy manuals, PDA manuals, SASI manuals, policy and procedure manuals, codes / laws / regulations, publications and reference texts, etc.
Operates a variety of equipment, such as personal computers, computer terminals, printers, copiers, fax machines, PDA's, telephone, etc.
Uses a variety of replacement parts and general office supplies. Uses a variety of computer software such as Microsoft Word, Microsoft Excel, SASI, etc.
Interacts and communicates with various groups and individuals such as the Executive Director of Special Education, department administrators, department secretaries, department bookkeeper, department records secretary, school database specialists/secretaries, state department staff, software manufacturer, teacher personnel, and the general public.

Additional Duties :
Assists other clerical staff with duties as needed.
Assists in preparing for meetings as requested.
Performs routine clerical duties, including copying and filing documents, collating materials, sending and receiving faxes, maintaining logs and lists, processing mail, etc.
Performs related duties as required.

Minimum Education and Training
Requires a Associate's degree, vocational technical degree or specialized training that is equivalent to satisfactory completion of two years of college education with emphasis in secretarial science or related field, supplemented by one to two years of responsible secretarial experience, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Must be able to type with speed and accuracy. Must possess a valid state driver's license.

Minimum Qualifications and Standards Required
Physical Requirements :
Must be physically able to operate a variety of automated office machines including computers, typewriters, copiers, calculators, etc. Must be able to exert a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time, but may involve walking or standing for periods of time.
Data Conception :
Requires the ability to compare and/or judge the readily observable, functional, structural or compositional characteristics (whether similar to or divergent from obvious standards) of data, people, or things.
Interpersonal Communication :
Requires the ability of speaking and/or signaling people to convey or exchange information. Includes receiving assignments and/or directions from supervisor.
Language Ability :
Requires the ability to read a variety of policy and procedures manuals, computer manuals, reference materials, etc. Requires the ability to enter data into computer and prepare reports, correspondence, documents, etc., with proper format, punctuation, spelling, and grammar, using all parts of speech. Must be able to speak with poise, voice control, and confidence and to articulate information to others.
Intelligence :
Requires the ability to apply logical thinking to define problems, collect data, establish facts and draw valid conclusions, to interpret an extensive variety of instructions in oral, written or diagrammatic form, and to deal with several abstract and concrete variables. Requires the ability to make independent judgments in the absence of supervisor, and to acquire knowledge of topics related to primary occupation. Must have the ability to comprehend and interpret received information and the ability to comprehend and implement basic office machinery functions.
Verbal Aptitude :
Requires the ability to record and deliver information, to explain procedures, to follow oral and written instructions. Must be able to communicate effectively and efficiently with persons of varying educational and cultural backgrounds.
Numerical Aptitude :
Requires the ability to add and subtract totals, to multiply and divide, to determine percentages and decimals, and to determine time. Must be able to use practical applications of fractions, percentages, ratio, and proportion.

Form/Spatial Aptitude :
Requires the ability to inspect items for proper length, width and shape, and visually read various information.
Motor Coordination :
Requires the ability to coordinate hands and eyes rapidly and accurately in using automated office equipment and communications machinery.
Manual Dexterity :
Requires the ability to handle a variety of items including computer keyboards, office equipment, control knobs, switches, etc. Must have minimal levels of eye/hand/foot coordination.
Color Discrimination and Visual Acuity :
Requires the ability to differentiate colors and shades of color; requires the visual acuity to determine depth perception, peripheral vision, inspection for small parts; preparing and analyzing written or computer data, etc.
Interpersonal Temperament :
Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under moderate stress when confronted with an emergency or tight deadline. The worker is subject to tension as a regular, consistent part of the job.
Physical Communication :
Requires the ability to talk and hear (talking: expressing or exchanging ideas by means of spoken words; hearing: perceiving nature of sounds by ear). Must be able to hear and understand communications through a telephone.
