As part of the United States Department of Education/Office for Civil Right's new Title IX regulations, the district is required to have a Decision Maker issue determinations of responsibility in all Title IX investigations.

The Student Protections Specialist will fill this roll which requires an impartial and conflict free individual to fulfill the following mandated duties: To issue a written determination including any sanctions by applying the preponderance of the evidence standard. The written determinations must include:

A. Identification of the allegations potentially constituting sexual harassment as defined in • 106.30;

B. A description of the procedural steps taken from the receipt of the formal complaint through the determination, including any notifications to the parties, interviews with parties and witnesses, site visits, methods used to gather other evidence, and hearings held;

C. Findings of fact supporting the determination;

D. Conclusions regarding the application of the district's code of conduct to the facts;

E. A statement of, and rationale for, the result as to each allegation, including a determination regarding responsibility, any disciplinary sanctions the district imposes on the respondent, and whether remedies designed to restore or preserve equal access to the district's education program or activity will be provided by the district to the complainant; and

F. The district's procedures and permissible bases for the complainant and respondent to appeal. In addition, the Student Protections and Title IX Specialist will coordinate the Office of Student Protections and Title IX's response to non-Title IX investigations involving sexual misconduct, harassment, discrimination, retaliation, physical and verbal abuse, and other misconduct against student complainants. The Student Protections and Title IX Specialist will maintain and audit investigative files to ensure completeness and accuracy and ensure that all parties in the Title IX decision making process are impartial and properly trained.

The Student Protections and Title IX Specialist will also perform the following duties:

• Organize internal meetings and trainings regarding Title IX investigation procedures;

• Provide support for member(s) of the OSP investigation team as assigned/directed by the Director of Investigations;

• Organize and manage intricate projects

• Execute targeted on-boarding of investigative staff

• Review and edit investigative reports

• Assisting with other ad hoc tasks and special projects as assigned by the Chief Title IX Officer or the Director of Investigations;

• Handle confidential information with integrity.

Experience and Skills:

• Minimum of Bachelor's Degree or equivalent work experience;

• Strong oral and written communication skills

• Experience developing and initiating targeted trainings.

• Experience editing Title IX investigation reports.

• Proficiency with both the Microsoft Suite and G Suite (Google) of software;

• Strong organizational skills and attention to detail

• Familiarity with Chicago Public Schools a plus;

• Ability to build relationships, establish collaborative partnerships, and work with a wide range of stakeholders with diplomacy and tact

Residency Requirement: As a condition of employment with CPS, employees are required to live within the geographic boundaries of the City of Chicago within six months of his or her CPS hire date and maintain residency throughout their employment with the district.
