Under the supervision and direction of the Executive Director and Program Officers, the Family Services Delivery Manager supervises and supports the Family Services Specialists in the areas of family partnerships and engagement, community resources and service delivery, training and mentoring, monitoring, compliance, reporting and Policy Council support.

Reports To : Family Services Coord, Prog Officer, Exec Director

Salary :
Support Exempt Salary Schedule, Level 7 (starting at $74, 777)

FLSA Status: Exempt

Work Year: 12 Months

Qualifications :
- A minimum of a Master?s Degree in Social Work, Counseling, Human & Family Services, or related field with a minimum of 5 years? experience working in a social service setting.

- Knowledge of leadership and management.

- Advanced computer and student information system skills required.

Knowledge, Skills, and Abilities:
- Strong understanding of all pertinent regulations.

- Advance computer literacy including: database management, spreadsheets, word processing, internet, email.

- Competence in the current student information systems: ChildPlus, SRC.

- Ability to oversee the work of other staff members.

- Ability to train and provide presentations to large and small groups as well as individuals.

- Ability to collaborate with and have working knowledge of local community resources related to disability services.

- Excellent written and verbal communication skills.

- Excellent diagnostic and problem-solving skills.

- Ability to work independently as well as in a team environment.

- Ability to prioritize and manage a complex workload and deadlines.

- Valid Driver?s License and reliable personal vehicle required.

Residency Requirements : City of Pittsburgh Residency Required

Essential Job Functions :
System Management: Monitoring, Compliance, and Reporting
1. Develop ongoing monitoring protocols to ensure compliance to federal and state regulations.
2. Monitor the completion of attendance records, verification, and family partnership agreements in ChildPlus.
3. Monitor and support program recruitment efforts and regional recruitment plans.
4. Monitor to ensure compliance related to funded enrollment, slot tracking, and attendance for monthly reporting.
5. Ensure the program maintains records and data in a confidential manner.
6. Oversee student and family record policies and implementation including responding to subpoena and other record requests.
7. Monitor data to prepare for the annual Program Information Report (PIR)
8. Support Family Support Specialist with families that have chronic absenteeism or ongoing tardiness at drop off or pick up times.
9. Lead annual community assessment.
10. Assist in the planning and implementation of the self-assessment processes.
11. Send daily unexpected absences report to families.

Family Partnerships and Engagement
12. Provide Family Services Specialists with support and referrals as needed.
13. Monitor and support Family Service Specialists and EC office staff with the application and enrollment process as needed to ensure full enrollment.
14. Monitor the Family Services Specialists with the completion of the Family Partnership Agreements and Parent Engagement Case notes as needed.
15. Oversee fatherhood involvement.
16. Monitor and approve the distribution of Connect Cards.
17. Support and assist with program-wide events and regionally based family activity nights.

Community Resources and Service Delivery
18. Provide resources and referrals to Family Services Specialists as requested to support their efforts and family partnership agreements.
19. Collaborate with stakeholders and outside agencies to advocate for the needs of Early Childhood families.
Training and Mentoring
20. Support Family Services Specialists and teaching staff in the area of documentation and proper use of the child and family database (ChildPlus).
21. Recruit speakers and provide resources for family events as indicated through utilization of parent education and interest surveys.
22. Hold program-wide and regional team meetings with the Family Services Specialists.
23. Utilize data to determine training needs for staff and parents.
Policy Council Support
24. Monitor and assist Family Services Specialists in obtaining parent representatives for the Policy Council.
25. Attend monthly Policy Council executive committee and full Council meetings.
26. Support the Policy Council by compiling the Consent Agenda (director?s report, past meeting minutes, financial updates, and all other pertinent information) as well as sending meeting reminders, ordering food, arranging for childcare, etc.
Miscellaneous
27. Maintaining adherence to the Head Start Performance Standards, Pittsburgh Public Schools policies and code of conduct, and the Early Childhood Education Program?s policies and procedures and all other regulations.
28. Complete annual rating forms for the Family Services Specialists based on a rubric and goal setting process.
29. Participate in program audits and reviews as necessary.
30. Attend meetings, training, etc. as assigned by supervisor.
31. Perform other duties as assigned by supervisors.

Additional Job Information :
Physical Demands: This position is primarily sedentary in nature. Employee will be required to operate computer system for data entry, email, etc., and complete necessary paperwork. This position requires minimum physical effort and not subjected to occupational health and safety risks.

Work Environment:
1. Frequently required to work at fast pace in busy office area.
2. Requires considerable concentration and creativity.
3. Subject to stress caused by a changing environment, diversity in the organization, tight deadlines and work load.
4. Travel from site-to-site required (mileage compensation offered).
